HomeMy WebLinkAboutMinutes - 4/28/2008 - Public Works Committee PUBLIC WORKS COMIVIITTEE MEETING � Monday,April 28, 2008 Atdermen's Conference Room, 6:30 p.m. In Attendance:Committee Members: Chairman Alderman Wimmer, Alderman Glab. and Alderman Murgatroyd. Absent: None. Also in Attendance: Mayor Low, City Administrator Maxeiner, Assistant City Administrator Hobson, Director of Public Works Schmitt and City Clerk Jones. Public in Attendance: Deb McClaughy, 5320 W.Highland Drive, McHenry,IL Chairman Alderman Wimmer called the meeting to order at 6:30 p.m. He announced to the Committee that Item No. 4 on the Agenda would be discussed first as an accommodation to Ms. McClaughny. Item No. 1 would be discussed after Item No. 4 with the other items on the Agenda to follow. Mayor Low apologized to the Committee explaining that she would be departing the meeting early. Discussion Regarding Proposed 15-Minute Parking Locations in Downtown Districts Assistant City Administrator Hobson informed the Committee that Staff has been approached by members of the McHenry Downtown Business Association (DBA) to establish 15-minute parking stalls on each of the streets in the downtown district. He noted that in 1992 the last of the 15-minute limitation stalls were removed on Riverside Drive. Assistant City Administrator Hobson noted that over the years the City has been approached on numerous � occasions by individual business owners, requesting that the City establish this type of parking limitation in front of ea.ch of their respective businesses. The most recent request was received from the owner of the Green Street Cleaners on July 7, 2004. At that time, Staff was directed to examine the policies of surrounding municipalities and no further action was taken. The DBA has become a more cohesive group, better able to represent the needs of all of the dowMown districts. Staff has been approached with a request to re-institute a select number of 15-minute parking stalls on each of'the streets in the downtown districts: • Riverside Drive, • Green Street; and • Main Street. Assistant City Administrator Hobson stated that in an effort to identify which stalls would strategically serve the busincss district merchants, he and the Downtown Maintenance Superintendent discussed the type of business immediately adjacent to and surrounding each of the proposed locations. Additionally, the Downtown Maintenance Superintendent contacted each of the business owners of the proposed locations for their opinions. As a result of the discussions with business owners and the DBA, Staff is recommending the following for consideration of a 15-minute parking limitation: � (3) spots at 1307-1309 Riverside Drive (George Thompson Insurance, Riverside Bakery, Reese's Barkery and Pa�vtique,Accountant, Old World Coin); • (2) spots at 1326 Riverside Drive(Vinyl Records, Riverside Shop &Go, Frank's Barbershop and Resale); • (2) spots at 1216 Green Street (The Clock Shop, The Bakery, Alley Buys, McHenry Favorite Sports,Wrinkled Pages Book Store); L Public Works Committee Meeting �,. Apri128, 2008 Page 2 • (2) spots at 1245-1249 Green Street(Green Street Cafe,Green Street Cleaners, Some Other Nuts, Sunshine Quilt Shoppe, Cottage Boutique, The Chamber of Commerce, Northwest Driving School); • (2)spots at 3923 Main Street(Plum Garden,Maz Ray Dance Studio, McHenry Printing). Assistant City Administrator Hobson noted that the retailers in the downtown districts typically have a fast turnover rate for customers. However, often parking is utilized by longer term service users. While parking spots are usually available in accessory lots, the ability to get in and out quickly is important to the public. Staff is proposing a time limit from 8:00 a.m. to 6:00 p.m. on the proposed stalls, which would provide restaurant users accessibility during the evening hours. Sta.ff believes the creation of the identified 15-minute stalls would have a positive impact on the downtown retailers. Alderman Glab stated parking on Riverside Drive should be strategically placed. Responding to an inquiry from Alderman Glab, Assistant City Administrator Hobson indicated that the 15-minute parking limitation would be Monday through Saturday from 8:00 a.m.to 6:00 p.m. Ms. McClaughy opined that 15-minute parking stalls close to Riverside Bakery and Shop-N-Go would be good placement. She stated no business on the other side of the street had an interest in 15-minute parking. Mayor Low stated Old World Coin and the Karate school would tend to have patrons that take more time �, than 15 minutes. She opined she would like to see those individuals use municipal parking lots. CiTy Administrator Maxeiner arrived at 6:35 p.m. Ms. McClaugh.- stated that more enforcement could be used for parking to prohibit lengthy use of a parking space. It was suggested that the two spots at 1216 Green Street be moved down two spaces. A brief discussion ensued. Stou Signs—Martin Woods.River Oaks Abbey Ridge,Boone Creek.Pebble Creek Wood Creek.McHenry Shores Foaview Highlands Windin�Creek,Lincoln Hills and Libertv Trail Director of Public Works Schmitt informed the Committee that Staff recently reviewed several intersections throughout the City that currently do not have any regulatory traffic control devices. The Manual of Uniform Traffic Control Devices (MiITCD) is the sta.ndard guideline used regarding traffic control devices on streets and highways. The MUTCD guidance for stop sign applications states that if engineering judgment indicates, intersections of a less important road with a main road where application of the normal right-of-way rule would not be expected to provide reasonably safe operations, a stop sign shall be installed. Staff is recommending installation of stop signs as depicted on attached E�ibit"A." Alderman Glab opined he was pleased to see the signs going up. Motion by Glab, seconded by Murgatroyd recommending the City Council amend the City of McHenry Traffic Ordinance in include the installation of stop signs at various locations as depicted on E�ibit"A." Alderman Glab stated that off Hanson Avenue, in the Patriot Estates Subdivision, there is a private drive that still has public access. He suggested another stop sign be installed now rather than waiting until later. Director Schmitt assured him the sign would be added to the list. Responding to an inquiry from the Committee, Director Schmitt stated that the cost of signs, posts and � installation are a developer expense. Pronosed 15-Minute ParkinQ Locations at the Municival Center Assistant City Administrator Hobson informed the Committee that as the City continues to grow the Municipal Center parking lot has become undersized. He noted the situation is particularly evident every Wednesday during court calls, when there is a Parks and Recreation Department class in sessions or when a Police Department training class is taking place. Assistant City Administrator Hobson noted that currently overflow parking is directed to the grassy area west of the parking lot. However, more frequently Staff is hearing complaints from residents who simply wish to stop and pay a bill or register for a class and are unable to find parking. In an effort to accommodate short-term users Staff has proposed the establishment of four 15-minute parking stalls. Assistant City Administrator Hobson stated, with customer service a priority, this seems an appropriate � step to serve the City's customers' needs. Staff has ascertained that the placement of the proposed stalls and signs would also keep the lot clear during sweeping and/or snow plowing of the lot. Responding to a suggestion by Alderman Glab that the four spots designated be moved closer to the Police Department to facilitate monitoring and enforcement of the 15-minute policy, City Administrator Maxeiner responded that Staff determined that the current placement of the four spots provided a better angle for the installed cameras to monitor. Responding to Chairman Alderman Wimmer's inquiry, Assistant City Administrator Hobson stated the si,gns would be up very soon and would follow the business hours of the Municipal Center, 8:00 a.m.until 5:00 p.m., Monday through Friday. Motion by Glab, seconded by Murgatroyd to establish four 15-minute parking stalls at the Municipal Center,between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday,as presexrted by Staff. New Business Alderman Glab noted that the snowplowing chart provided by Staff did not address shifts, nor did it address the number of snowplows utilized during a shift. City Administrator Maxeiner informed Alderman Glab that employees work in 12-hour shifts.
