At�sent: None. Also in Attendance: Mayor Low, City Administrator Maxeiner, Director of Public Works Schmitt, Director of Finance Black, Superintendent of Street Division Rich Stull, City Engineer Steve Cieslica, SEC Group and City Clerk Jones. Mayor Low arrived at 6:46 p.m. Alderman Peterson arrived at 6:47 p.m. Chairman Alderman Wimmer called the meeting to order at 6:30 p.m. Public Input No one spoke during the public input session. Saeed Limit on Green StreedBarreville Road Director of Public Works Schmitt informed the Cammittee that recently Staff has re�eived several requests to lower the speed limit on South Green StreetBarreville Road, south of Forest Drive to the city limits. Due to the e�rtension of Veterans Parkway from Route 31 to South Green StreetBaneville Road, this section of roadway is experiencing a larger volume of traffic. The McHenry Traffic Control Ordinance establishes a speed limit of 35 mph on South Green Street,from Bull Valley Road to Forest Drive. Additionally, the Village of Prairie Grove has a posted speed limit of �. 35 mph. It is Sta�s recommendation that the speed limit should be lowered from 45 mph to 35 mph from Forest Drive to the southern corporate line to maintain a consistent speed limit while addressing safety concerns at the newly created intersection of Veterans Parkway and South Green StreetBarreville Road. Chairman Alderman Murgatroyd opined that he sees the merits to the speed limit being consistent. Motion by Glab, seconded by Wimmer, to recommend to City Council amendment of the City of McHenry Traffic Control Ordinance e�ending the 35 mph speed limit on South Green Street/Barreville Road to the southern City of McHenry corporate line. Discussion Re�arding 2010 Street ResurfacinQ Program Director Schmitt reiterated to the Committee that on August 31, 2009,the Council authorized bonding for up to$3.5 million to finance road improvements throughout the City of McHenry. Staff and the City Engineer, SEC Group, has prepared a list of 33 streets, including 3 alternates, based on condition and cost, for this year's program. Director Schmitt informed the Committee that to establish the list, Staff and SEC Gmup visited each � street to verify and inspect the current condition of the pavement. Each of the streets on the list was itemized based upon a typical pay item in a resurfacing contract. The lengths and widths were then calculated to establish an estimated cost to resurface each street. Public Works ("ommittee Meeting `.. September 21, 2009 Page 2 Staff is also recommending three alternate streets, listed by prior resurfacing needs in the bid practice. Staff believes with this approach, a street or streets can be added or removed from the street program depenc}ent on the unit bid prices received. Staff is seeking the Cornmittee's recommendation to the full Council for the 2010 street resurfacing program as presented on attached E�ibit A. Responding to Aldertnan Wimmer's inquiry, Director Schmitt stated that the roads that were not completed during the last resurfacing program are on this list and have been ranked accordingly. Responding to an inquiry from the Committee, Finance Director Black explained the approximate cost of the bond and ho�v it would be broken down. Alderman Glab opined that 12% is too high a percentage for engineering fees for a project this size. Responding to Alderman Glab's assertion, City Engineer Steve Cieslica of SEC Group, stated that the costs noted are estimates only and thax actual costs cannot be determined until the tangible numbers for the project have been completed. Aye: Glab, Murgatroyd,Wimmer. Nay: None. Absent: None. Motion carried. New Business Alderman Glab expressed concern regarding the condition of sidewalk and concrete work throughout the City. He announced that he realizes funding is short and stated that he does not expect anything this year, but inquired whether some funding could be found in the near future to support a concrete program.
