HomeMy WebLinkAboutMinutes - 1/9/2012 - Public Works Committee PUBLIC WORK5 COMMITTEE MEETING � Monday, January 9, 2012 Aldermen's Conference Room, 5:30 p.m. In Attendance: Committee Members: Chairman Alderman Wimmer, Alderman Santi, and Alderman Blake. Absent: None. Also in Attendance: Mayor Low, Alderman Glab, Alderman Peterson, City Administrator Black, Director of Public Works Schmitt, Public Works Administrative Assistant Lorch Others in Attendance: Helen Glab Chairman Alderman Wimmer called the meeting to order at 5:33 p.m. Discussion Regarding the Residential Refuse Collection Public Works Director Schmitt began the discussion with the history of the contract with Marengo Disposal Company (MDC). The contract began in June of 2003 and had two extensions and will expire on May 31, 2012. Issues to be addressed: � Garbage bags: Public Works Director explained that currently city residents have a choice of renting a 90 gallon toter or purchasing orange garbage bags. An average of 15,000 bags and 3,000 toters were used each month. He explained that most municipalities use garbage stickers instead of bags. And because of storage issues and convenience, stickers would be the logical choice. Christmas trees: Public Works Director Schmitt told the committee that the Street Division chips and recycles Christmas trees the first week of January. MDC begins its pickup the second week of January but the trees are not recycled. An option would be to have the contractor remove all of the trees the first two weeks of January and tree recycling would be required. This would ease the Street Division's work load because usually the crews are plowing snow at this time. In section 7 of the contract it is stated that Whispering Oaks and Water's Edge will receive back door service. Alderman Glab opined that the language should be changed to include other areas that have private roads as well. Spring Clean up — Public Works Director suggested instead of one large annual clean up, the contractor will remove one bulk item per week. This would be more convenient for the resident rather than storing the bulk items all year. The size of the bulk item will need to be determined. Saturday yard waste drop off: Alderman Santi suggested that instead of every week, it could be open two Saturdays a month or when purchasing the annual vehicle sticker perhaps an additional sticker could also be purchased to pay for the drop off. Director Schmitt stated that a second drop off site is a � possibility. City Administrator Black brought up the importance of keeping the program user based so we would not have to pay the contractor at the end of the season. Discussion ensued. Public Works Committee Meeting January 9, 2012 L Public Works Director Schmitt stated that 20-30 tons of yard waste was removed each week by MDC and that 25-30 tons were dropped off at the site. Leaf pickup will remain the same. Alderman Santi v��anted to make sure that all city facilities were included in the contract. The Public Works Facility at 1415 Industrial Drive will need to be added. Alderman Wimmc,r noted that concern was expressed at the beginning of the contract with the trucks driving down the middle of the road to reach both sides of the street. The new contract will state that drivers are not allc�wed to drive in the middle of the road. Schmitt explained that the request for proposal would be sent out to local contractors and that a mandatory pre-bid meeting will be held. The committee agreed that the RFP would include the same programs as last contract and would include the different options discussed.
