Alao in Attendance: Mayor Low, City Administrator Morefield, Deputy City Administrator Martin,Director of Public Works Schmitt,and Public R/orks Administrative Assistant Lorch Otheia in Attendance: STV Incorporated personnel-Jean-Alix Peralte,sohn Clark, Sanjay Joshi,Illinois Depaztment of Transportation(IDO'17 representative Steven Schilke, and HR Green representative Chad Pieper Chairman Alderman Blake called the meeting to order at 6:06 p.m. Pab6c Comment None Public Works Director Schmitt briefly stated the purpose of the meeting was to discuss the Illinois Route 31 Fhase 1 engineering and the available options. Steve Schilke from IDOT began the discussion with the histvry of the project. The scope of the `-' project begins near Route 176 in Crystal Lake and ends at Raute 120 in McHenry. The section in McHenry is 6.6 miles long. He stated that the purpose and need of the project have been established. We are now are in the altc�rnative stage of the project. The City is responsible for the funding of all street lighting. John Clark from STV, Incorporated was on hand to provide a Power Point presentation explaining the project in full. The purpose of the project is to improve safety, address roadway capacity and mobility, and cortect existing deficiencies. This is a context sensitive solution project (CSS) which is a project that involves the community. Bike paths along Route 31 are included in tlus project. There are three alternatives to choose from with varying degrees of work involved. One option is to make the lanes smaller and just paint them. Creating cul-de sacs, eliminating parking, left turn lanes, installing medians, changing the number of lanes and na build are all aZternatives to bc considered. Doug Martin opined his concem for the downtown area and if buildings would be taken down. Chad Pieper asked about funding and was told that Phase 1 was all funded. Derik MoreSeld stated thai it all comes down to one decision—are we willing to talce buildings dawn or not? � ■ Public Works Committee Meeting July 2,2012 � Page 2 City officials, the Public Works Committee, and the representatives from IDOT and STV Incorporatsd all agree that fcedback from the commwnity is imperative. The committee agreed to host a meeting with the 11 property owners that would be affected. STV Incorporated and IDOT will attend to explain the project and obtain community input before any decision is made.
