PUBLIC WORKS C4MMITTEE MEETING August 13,2012 Municipal Center Classroom,6 p.m. In Attendance: Committee Members: Chairman Alderman Blake, Alderman Wimmer, and Alderman Santi. Absent: None. Also in Attendance: Mayor Low, City Administrator Morefield, Deputy City Administrator Martin,Director of Public Works Schmitt, and Public Works Administrative Assistant Lorch STV Incorporated personnel — Jean-Alix Peralte, and John Clark, Illinois Department of Transportation representatives - Scott Czaplicki and Chris Mahoney, and HR Green representative Chad Pieper. Others in Attendance: Fran Flack,Joseph and Marie Brahm, Eric Grabowski,Mike Budreck, Todd Trocki, Ron and Linda Bykowski, and Bill Busse. Chairman Alderman Blake called the meeting to order at 6:04 p.m. Public Works Director Schmitt stated that at the last Public Works Committee Meeting a presentation was made to the Committee by STV Incorporated and representatives from the �. Illinois Department of Transportation concerning the Illinois Route 31 and Route 120 project. At that rneeting, the Committee recommended hosting a meeting that would include residents and business owners that could possibly be affected by the project. John Clark from STV Incorporated introduced STV and IDOT staff and thanked the City for facilitating the meeting. He explained that the purpose of tonight's meeting is twofold; 1) to provide information to those that would potentially be affected by this project 2) and to solicit feedback from those possibly affected. He explained each of the three options which will be carried forward for further evaluation. Traffic and safety are determining factors when making the decision. Mr. Claxk explained that several meetings were held since June 2011 and in September there will be another public meeting. The project is to be started by 2018. Business owners/residents asked about how their businesses would be affected, and expressed concern about removing on street parking. It was stated that the praject must caincide with the vision the city has for the dovmtown area. Doug Martin opined that &om the City's standpoint, safety cannot be compxomised, the downtown must be walkable and that the downtown history must be preserved. Chairman Alderman Blake stated that further discussion between the committee members is needed before a recammendation from the Public Works Committee can be made.
