Absent: None Others in Attendance: Mayor Low, City Administrator Morefield, Director of Public Works Schmitt, Street Superintendent Stull, HR Green engineer, Chad Pieper, and Public Works Administrative Assistant Lorch. Chairman Alde�man Blake called the meeting to order at 6:30 p.m. Agenda Item 1: No on-street parking request at Shamrock Farms Park and District 15 Property Public Works Director stated that staff received a request from the Legend Lakes Master Association Board to create no parking zones in the subdivision. Staff has reviewed the no parking zone request and recommends the following: on Dartmoor Drive, from Curran Road to 6402 Dartmoor Drive (well #12 site), both sides of street; on Dartmoor Drive, from 6402 Dartmoor Drive (well #12 site) to Farmstead Drive, south side of street; on Farmstead Drive, from Waterford Drive to Longford Drive, west side of street;on Longford Drive, from Farmstead Drive to 6434 Longford Drive, north side of road; and on Farmstead Drive, from Longford Drive � to Draper Road, both sides of street. Public Works Director Schmitt replied no to Alderman Santi's inquiry if there were any more lots on Longford Drive. Motion by Alderman Santi, seconded by Alderman Wimmer, to recommend to the City Council approval of the no on-street parking request at Shamrock Farms Park and District 15 property as presented. Voting Aye: Blake, Wimmer, Santi Voting Nay: None Absent: None Motion carried. Agenda Item 2: No Parking at Olde Mill Ponds Subdivision Public Works Director stated that staff received a written request from the Olde Mill Ponds Homeowners Association to create no parking zones in the subdivision. Staff recommends creating the following no parking zones west side of Olde Mill Lane (McCullom Lake Road to Boone Creek Circle); south side of Olde Mill Lane (Boone Creek Circle to Spring Creek Lane); � east side of Olde Mill Lane (Spring Creek Circle to Leonard Avenue); north side of Spring Creek June 17, 2013 Committee Meeting ' Date Page 2 �— Lane (Olde Mill Lane to 2100 Spring Creek Lane); east side of Spring Creek Lane (2100 Spring Creek Lane to Olde Mill Lane); west side of Boone Creek Circle ( Olde Mill Lane to 4007 Boone Creek Circle); and south side of Boone Creek Circle (4007 Boone Creek Circle to Leonard Avenue). The signs will be paid for by the Street Division's material and supplies account. All agreed that having no parking on the aforementioned roads would be safer for pedestrians and reduce response time for emergency vehicles to the residents who live in the area. Motion by Alderman Santi, seconded by Alderman Blake, to recommend to the City Council the approval of no parking on streets in Olde Mill Ponds as presented. Voting Aye: Blake, Wimmer, Santi Voting Nay: None Absent: None Motion carried. Agenda Item 3: No Left Turn from Green Street to Elm Street `.- Public Works Director explained that on luly 28, 1999 City Council approved an ordinance amending certain sections of Chapter 13,Traffic and Motor Vehicle of the City of McHenry Municipal Code: Section 13-402 NO LEFT TURNS. It shall be unlawfu)for the operator of any vehicle EXCEPT THOSE IN A FUNERAL PROCESSION to make a left-hand turn from the northbound or southbound lanes of Green Street onto Elm Street during the hours of 7:00 a.m. until 7:00 p.m. This information was provided for discussion of the left-hand turn lanes from Green Street to Elm Street. A discussion ensued and it was agreed that the ordinance would remain the same. Agenda Item 4: Knox Drive and Municipal Drive multi-way stop Public Work Director explained that with the increase in traffic at the intersection of Knox Drive and Municipal Drive, staff has noticed as southbound traffic from Knox Drive turns left onto Municipal Drive, drivers will drift into the westbound lane of Municipal Drive. There is the potential for vehicular conflicts as a result of this and often drive�s do no reduce speed when making this sharp left-hand movement and, as such, have a shorter time in which to react once they make the turn. Vehicular and pedestrian traffic will only increase with the future extension of Knox Drive to Miller Road and the construction of the Aquatic/Recreation Facility at the � _ June 17,2013 Committee Meeting � � Date Page 3 �-- northeast corner of this intersection. Staff recommends a multi-way stop for this intersection for vehicle and pedestrian safety. Alderman Santi asked if the city can pass an ordinance for stop sign placement without traffic studies that warrant the multi-way stop. Chad Pieper from HR Green explained that using his engineering judgment the city is within their rights to install the signs without an engineering study. City Administrator Morefield stated that passing the ordinance for the multi-way stop is the right thing to do. Motion by Alderman Wimmer, seconded by Alderman Blake, to recommend to the City Council the approval for multi-way stops at Knox Drive and Municipal Drive. Voting Aye: Blake, Wimmer Voting Nay: Santi Absent: None Motion carried. Other Business Alderman Santi informed the attendees that sometimes he cannot arrive at the meeting on �- time. Adiournment Motion by Alderman Wimmer, seconded by Alderman Blake, to adjourn the meeting at 6:55 p.m. Voting Aye: Blake, Wimmer, Santi Voting Nay: None Absent: None Motion carried.
