1. Call to Order: Chairman Santi called the meeting to order at 6:30 pm.
2. Roll Call: Chairman Santi, Alderman Glab, and Alderman Mihevc. Also in attendance
Director of Public Works Schmitt and Executive Assistant/Deputy Clerk Geraghty.
3. Public Comment: None.
4. Motion to approve the October 9, 2017 Public Works Committee Meeting Minutes.
Alderman Mihevc made a motion seconded by Alderman Glab to approve the minutes as
presented,

Motion carried.
5. Motion to approve the November 27, 2017 Public Works Committee Meeting
Minutes.

6. Annual review of requests submitted for Honorary Street Sign Designations and if
recommended, direction to forward the applications to the full City Council for
consideration.
Chairperson Santi asked Director Schmitt to present the item to the Committee.
Director Schmitt reviewed the Honorary Street Sign Policy as revised on November 7,
2016, which calls for applications received from January 1 through December 31, 2017,
to be reviewed by the Public Works Committee within the first quarter of 2018.
Applications reviewed were for Leroy J. Welter, submitted by his daughter Linda, and
Susan E. Low, submitted by her daughter Bethany. Staff asked the committee to provide
a recommendation.
Chairman Santi asked if the Council approved the two applications, would applications
be closed for the remainder of 2018, Director Schmitt answered yes, and any applications
� submitted in 2018 would be reviewed in the first quarter of 2019.

� Lerov J. Welter designation at Center Street and Grove Avenue•
Chairman Santi stated that upon review of Leroy J. Welter's application he would support
the designation.
Alderman Mihevc said in his opinion Mr. Welter is a worthy candidate and would be
happy to support the designation.
Susan E. Low designation and Pearl Street and Park Street:
Chairman Santi noted the significant contributions to the community by Sue Low now
Sue Meyer as a private citizen and former Mayor.
Alderman Mihevc stated that because of her lineage and community service he supported
the designation for Sue Meyer.
Motion by Alderman Mihevc, seconded by Chairman Santi to approve an Honorary
Street Designation for Leroy J. Welter at the intersection of Center Street and Grove
Avenue and an Honorary Street Designation at the intersection of Pearl Street and Park
Street for Susan E. Low and to forward the Committee recommendation to the full City
Council for consideration.

7. Staff Reports
Director Schmitt provided the Committee with the following updates:
Lincoln Road/Pearl Street Improvements.
Final plans will be submitted to IDOT on January 15. In February, Nicor will begin
replacing most of the gas mains on Lincoln Road. Approximately nine ComEd utility
poles will be relocated to facilitate the project, which will begin in February. IDOT bid
letting is scheduled for April 27. Construction is anticipated to begin the end of June
concluding by the end of October or first of November. The city's advance funding was
approved.
Alderman Glab asked which community was taking the lead on the project and Director
Schmitt said the City of McHenry is the lead agency. A majority of Lincoln and Pearl is
in the city's jurisdiction with 11001ineal feet on Lincoln Road in McHenry Township for
a cost of approximately$31,000. No part of the project is located in the County.
The contractor determines the project construction schedule and it is anticipated by
Director Schmitt that they would begin by installing the sanitary service stubs on Lincoln
Road. The contractor has the final say on the construction schedule. Alderman Glab
asked why and Director Schmitt stated for all contracts, the city does not determine

� means and methods. The contractor is obliged to inform us about the construction
schedule and we could make suggestions. A discussion ensued on how construction
might affect the Middle School. Director Schmitt said when asphalting begins, it most
likely would occur on the entire project not a section at a time.
Flashin�Speed Signs and Pedestrian Crossin��ns
The Dartmoor speed sign was upgraded to flash. The data collector was not added to the
sign because of the added expense and annual fee to collect the data. Staff has the
capability to download the data collected from the new sign on Green Street, as the
software was included with the sign. Police and Public Works have determined to keep
the sign on Green Street for 60 days. After January 16, the sign will be removed and the
data will be downloaded. The Police Department will provide a report to the Council on
the information collected.
Alderman Glab suggested a sign be installed in the opposite direction on Dartmoor.
Chairman Santi said he was told by Chief Birk that data from the Green Street sign can
be collected on north and south bound traffic and suggested in the future, this style of
sign be installed on Dartmoor. Alderman Glab said he wants a sign that will flash east
and west bound. Director Schmitt said the Green Street style sign when turned off is still
capable of collecting data.
Director Schmitt reported the department is upgrading older pedestrian crossing signs.
� There are issues with the crosswalk sign on Crystal Lake and Mill Street. On the east
side, at times it will stick and continue to flash.
Public Works Committee Meeting Schedule
Director Schmitt noted that for the remainder of the fiscal year, the committee is
scheduled to meet on February 12, March 12, and April 9. The March meeting is in
conflict with the Finance and Personnel Committee budget discussions and the April 9
meeting conflicts with a Committee of the Whole meeting for budget discussion.
Director Schmitt has a meeting scheduled every Monday in March and the Council has a
meeting scheduled every Monday in April. Director Schmitt stated as all items
recommended by the committee have been discussed, he would suggest keeping the
February 12 meeting scheduled and cancelling the March 12 and April 9 meeting. He
also asked what day of the week other than Mondays is the Committee available to meet
in March or April should it become necessary.
Chairman Santi said he can meeting on Tuesdays and Wednesdays. He also reported that
he is unable to attend the Apri19 Committee of the Whole meeting.
Alderman Glab said he was available on Wednesdays.
Alderman Mihevc said the only day of the week he was not available was Thursday.

Alderman Glab said missing two months of ineetings would not be significant.

,� The Committee agreed that the meetings in March and April would either be rescheduled
or cancelled.
8. Other Business
• Alderman Glab reported he received a request from a resident to designate no
parking on the west side of Canterbury Drive where the street bends near 211
Canterbury Drive. The sharp bend in the road makes it difficult when cars park
daily on the street. Director Schmitt said when these requests are received, staff
checks for the location of mailboxes and hydrants. If mailboxes and hydrants
were located on the east side of the street, a west side no parking ordinance would
severely limit parking. Director Schmitt was asked to research the area and bring
the information back to the Committee at a future meeting.
• Aldertnan Glab stated his opposition to the Nunda Township road and bridge tax.
Alderman Glab said the amount of city roadway located in the township versus
the amount of tax the city pays to the township is not fair to city residents.
Alderman Glab recommended presenting a resolution to the full Council to send
to Springfield to change what our fair share of road tax should be.
Chairman Santi said he would support a resolution and suggested speaking to
Mayor Jett about presenting these concerns to the full Council.
