Absent: Daniel Curran, D. William Dodds, John Lobaito, Dick Pagealow, John Smith, John Swierk. Also in Attendance was Don Westfall, Commonwealth Edison lExternal Affairs Manager. Chairman Bolger called the meeting to order at 12:02 p.m. Ap�roval of Minutes Motion by Althoff, seconded by Bolger, to approve the minutes of the January 8, 2002 Board Meeting as presented. All ayes. Motion canied. Resolution Honorin�E. Joseph Gausden Chauman Bolger asked Secretary/Treasurer Jones to read and present a resolution acknowledging the numerous contributions to the EDC and the City of McHenry of former Chairman E. Joseph.Gausden. Chairman Bolger expressed the gratitude of the Board for Jce Gausden's two years of service as EDC Chairman, in addition to numerous other projects, particularly the Annexation of the land east of the Fox River in 1995. Treasurer's Re� Secretary/Treasurer Jones reported the Board was in receipt of a$500 contribution from Ameritech to be utilized at the discretion of the Board. To date there is a current balance of$1,610.69 in the EDC Account. She requested the Board accept the report as presented. The Board unanimously concuned. � McHenry County Industrial Council Report Representative Gelwicks reported there was an Industrial Council meeting In January. County Board Chairman Mike Tryon was the featured speaker. Chamber Report CEO Han reported the Chamber is hosting the following upcoming events: March 26th After hours mu�er at Pioneer Center April 2"a Mixer at McHenry County College April 18th Business connections symposium April 19th Network Scramble at the Lakemoor April 30�' Home-based business expo May 14�' Mixer at Gary Lang Autogroup May 15�' S0`"�nniversary Golf Outing at Chapel Hill Motion by Chrisman, seconded by Carstens, to accept the Chamber Report. All Ayes. Motion carried. City Re�ort Director Napolitano reported on the following: ■ The February Bui(ding Report would be mailed to the Board upon its completion. ■ TIF Public Hearing: Community Development Department Staff has just completed a 1,200-piece mailing notifying residents and property owners within and adjacent to the City's proposed TIF District of the upcoming Public Hearing scheduled for April 1�. ■ Activity on North Route 31 includes the recent addition of Borders, Dress Barn and Famous Footwear. ■ City Council authorized the hiring of Cliff DiLorenzo of Trkla, Pettigrew, Allen and Payne as the City's Project Coordinator for ihe TIF District. Mr. DiLorenzo will coordinate the completion of Requests for Proposals, � topographical surveys, and other necessary paperwork to assist the TIF Redevelopment Project remains on target. ■ The City's Proposed Historic Preservation District will be presented at an Open House scheduled for April 4, 2002 in the Council Chambers. There will be a presentation, explaining the Historic Preservation Ordinance, the impact Page 2 EDC March 12,2002 of initiating the Historic District. Notices are being prepared for mailing by the Community Development `-- Department in conjunction with members of the Landmark Commission. It is anticipated this matter will be brought to the Council for formal action on a future regularly scheduled Council Meeting Agenda. In response to an inquiry, it was noted the parameters of the Historic Preservation District would be Main Street bounded on the east by Green Street and on the west by the railroad tracks, north to Waukegan Street and south to John Street. Motion by Harr, seconded by Chrisman,to accept the City Report. All Ayes. Motion canied. Facade Improvement Grant Committee Report Director Napolitano stated the Committee has not yet had the opportunity to meet. He noted he has obtained similar program specifications from three neighboring communities. The Fa�ade Improvement Grant Committee will schedule a meeting within the next two weeks in order to review the documents provided by Libertyville, Algonquin, and Cary. Motion by Doherty, seconded by Chrisman, to accept the Fa�ade Improvement Grant Committee Report. All Ayes. Motion carried. Transportation City Planner Martin stated he attended the McHenry Bypass Public Hearing held at McHenry County College on February 14�'. He reported the Bypass route has been narrowed down to three potential routes. A great amount of information was provided and may consultants were available to respond to comments and/or questions. Periodically a 4-minute video was shown. He noted there was no formal presentation. It is anticipated the choice will be narrowed down to one or two putential routes by May or June. � Mayor Althoff noted up-tathe-minute information can be obtained by going online at the bypass website Motion by Gausden, seconded by Marinangel,to accept the Transportation Report. All Ayes. Motion carried. Special Projects Re�ort:Riverwalk Riverwalk Committee Chairman Carstens noted the EDC is twenty years in existence. The vision at its inception was to assist the City in implementing special projects, such as the creation of a Riverwalk. He noted he is pleased to see it finally coming to fruition. Riverwalk Donation Chairman Bolger reported the cunent total of donations, both monetary and in-kind, is $130,635. Additional private and corporate donations are anticipated. He noted Mr. George Johnson has pledged $100,000 which will be given at a later date. Mayor Althoff noted the Riverwalk Project is simply one component of the TIF District Downtown Redevelopment Project. The City is establishing a TIF District in order to move forward with enhancing the entire downtown area. A TIF District allows the City to capture the monies realized by the enhancement in order to further other redevelopment in the area. Motion by Althoff, seconded by Chrisman, to accept the Special Projects Report. All Ayes. Motion carried. Welcoming Committee Report Mayor Althoff reported letters are being sent monthly to recognize new business or those who have recently expanded their operations. She suggested the EDC make an effort to personally call on each of the new businesses north of town. � It was the consensus of the Board that teams of EDC representatives make visits to the news businesses in town. Mayor Althoff also reported she had addressed the McHenry Corporate Center CEO's this morning. It was noted their primary concern is transportation. Letters have been sent to all local car dealerships, in an effort to retain their business Page 3 EDC March 12,2002 in the City. Mayor Althoff noted 60%of the City's revenue comes from retail sales tax. It is imperative that the City do `-- everything possible to retain these dealerships and to assist them in procuring a new in-town location if that becomes necessary, especially for those who may be in the downtown landlocked area, such as Mitchell, Potts, or Sunnyside. Motion by Chrisman, seconded by Doherty, to accept the Welcoming Committee Report. All Ayes. Motion canied. McHenry Countv EDC Re�ort McHenry County EDC President Karen Patel stated the City of McHenry is one of three municipalities selected to participate in a Retention Survey Program being initiated by Commonwealth Edison. The other two municipalities are Cary and Harvard. President Patel introduced Don Westfall, External Affairs Manager with Commonwealth Edison. Mr. Westfall provided an overview and brief presentation of the Retention Survey Program. He noted the members of the McHenry EDC would conduct onsite interviews with the City of McHenry's top twenty manufacturing-type employers. The information would then be submitted to him for data entry into a specialized software program. Reports would be provided by Commonwealth Edison. The program would be cost-free to the municipality. President Patel stated the question is do the City of McHenry and the McHenry EDC want to participate. It was the consensus of the Board that the City participate in the Retention Survey Program. Chairman Bolger suggested the matter be referred to Executive Committee for determination on the best way to proceed. Carstens volunteered to represent the McHenry EDC on the McHenry County EDC Tourism Council. Motion by Althoff, seconded by Carstens,to accept the McHenry County EDC Report. All Ayes.
