Present: Pamela Althoff, William Bolger, Carl Chrisman, Donald Doherty, Joseph Gausden, Phil Hintz, Janice Jones, Kathleen Kunzer, Kathy Marinangel, Doug Martin, Joe Napolitano, Jeff O'Connell (representing Supt. Dodds), Dick Pagealow, Richard W"immer. Absent: Kit Carstens, Daniel Curran, D. William Dodds, David Gelwicks, Debbie Harr, John Lobaitq Karen Patel, John Smith, Scott Smith, John Swierk. Chairman Bolger called the meeting to order at 12:07 p.m. Approval of Minutes Motion by Gausden, seconded by Doherty, to approve the minutes of the May 14, 2002 Board Meeting as presented. All ayes. Motion carried. Treasurer's Raport Secretary/Treasurer Jones reported the balance in the EDC Treasury remains at$1610.69 with no new transactions. Motion by Pagealow, seconded by Doherty, to approve the Treasurer's Report as presented. All ayes. Motion carried. McHenry County Industrial Council Report In the absence of Representative Gelwicks, there was no McHenry County Industrial Council Report. Chamber Report Chamber Board Chairman Pagealow reported McHenry's Annual Fiesta Days Celebration begins next weekend. Everything is ready to go. The big event is the appearance of Kansas.Tickets are still available for all events. `'" Motion b Dohe y rty, seconded by Althoff,to approve the Chamber Report as presented. All ayes. Motion carried. Citv Report Director Napolitano reported on the following: ■ Buildin ag ctivitv continues to fall below last year's pace. Single family home starts are 18 below last year at this time. ■ New Development in the concept stage includes a 260-acre Gerstad development and a 90-acre business parkJtownhome development by Prime Commercial and Concorde Development. Both projects will be presented to Council as concept plans in the next month to six weeks. * Riverside Hollow Subdivision Final Plat is still in abeyance. There are problems securing easements for drainage, ■ Liberty Trails Subdivision—the developer is in the process of installing sewer lines. Lincoln Road is closed due to the construction. Mayor Althoff noted the City Police Department will be providing officers to assist with traffic control at Chapel Hill and Lincoln Road intersection during morning and evening peak traffic hours. It is anticipated the roadway will reopen by August 8�`. ■ Hunterville Subdivision residents continue to talk with Staffregarding the possibility of annexation and connection to municipal utilities. ■ Metalmaster in McHenry Corporate Center has purchased 8 acres in Inland Business Park. They intend to erect a new facility as thcy have outgrown their current site. ■ Fox Garden Cafe on Elm Street is open for business and appears to be thriving. Mayor Althoff noted the City and McHenry County EDC had been working with a firm currently situated in Woodstock wha was tentatively looking to relocate in McHenry. However, the project is currently on hold as one of the f�rm's major suppliers is experiencing financial difficulty. �... Page 2 EDC July 9,2002 Fagade Improvement Grant Committee Report �-- Director Napolitano reported the Committee has not met since April. He noted, however, letters have been sent to area banks who appear to support the program. To date, six banks have responded. A committee meeting will be scheduled at the end of July. The next step will be an informational meeting with the bank representatives assisting with the creation of procedures for the program. Mention was made of the vast improvement to the Harbor Wallbanger's building at the corner of Main and Front Streets. Motion by Gausden, seconded by Chrisman,to accept the Fa�ade Improvement Grant Committee Report as presented. All Ayes. Motion carried. Experience Illinois Loan Pro,,�ram City Planner Martin stated the Experience Illinois Loan Program is administered through the State Treasurer's Office. This is a relatively new program which has only been in existence for approximately two years. Martin noted the application process is very easy with a quick turn around time. The Program has recently been utilized to revitalize the Raue Center in Crystal Lake and in constructing the Challenger Learning Center in Woodstock. These loans are being targeted for tourism, historical, or community enhancement projects. Monies could be used for renovation projects by local businesses or provide startup funds for a particular project. Money is distributed from local banks with a maximum interest rate of 5%. Some discussion followed regarding providing a seminar to inform the public as to this program. Additionally, it was suggested a representative of the Federal Home Loan Bank be requested to speak to area economic development commissions regarding affordable housing. Marinangel and Althoff will coordinate the particulars of hosting an informational seminar. � Motion by Althoff, seconded by Pagealow,to accept the Experience Illinois Loan Program Report as presented. All ayes. Motion carried. Trans ortation Mayor Althoff stated bid-letting for the Route 120 Improvement Project has been rescheduled to September i6`�. City Staff have hosted a meeting with Route 120 businesses and property owners regarding the setbacks of buildings and signs and how the reaa improvement project will impact their businesses. It is anticipated the project will actually begin either in later fall or early spring. Mayor Althoff noted the Metra is proposing to locate a rail yard between Johnsburg and McHenry. The exact location has not yet been determined. Motion by Doherty, seconded by Jones,to accept the Transportation Report as presented. All Ayes. Motion carried. �ecial Projects Report:Riverwalk Chairman Bolger stated the contracts have been let regarding the soil borings and environmental survey. Soil borings will begin within the next two weeks. Chairman Bolger also noted the Riverwalk Foundation has raised more than $100,000. Another public relations blitz and request for contributions will be initiated within the next few months. Motion by Chrisman, seconded by Gausden,to accept the Special Projects Report as presented. All Ayes. Motion can•ied. � Page 3 EDC July 9,2002 Welcoming Committee Report � Mayor Althoff stated welcoming letters are going out monthly to new or expanding businesses in the City. She requested assistance in greeting and visiting new businesses on Route 31 north of town, I.E. Home Depot, Kohl's, Circuit City. In response to the Mayor's request, the following volunteered to assist: Doherty, Martin, Bolger, Gausden and Marinangel. Motion by Marinangel, seconded by Chrisman, to accept the Welcoming Committee Report as presented. All ayes. Motion carried. McHe County EDC Report In the absence of EDC President Patel,there was no McHenry County EDC Report. McHenry Countv Tourism Report Mayor Aithoff stated the McHenry County EDC has designated tourism as a crucial issue. The County Tourism Committee is currently considering a 3% hotel tax which would create $280,000 per year which could be utilized on tourism marketing dollars. Motion by Doherty, seconded by Gausden, to accept the McHenry County Tourism Report. All Ayes. Motion carried. New Business Chairman Bolger acknowledged the Grand Opening of the new McHenry Savings Bank facility on Route 31. He noted the elaborate festivities and hospitality during the Grand Opening Celebration. Chairman Bolger made a statement regarding the article in today's edition of the Northwest Herald regarding the � Mayor's seat on the McHenry Savings Board of Directors. He noted the Mayor's integrity and commitment to fiduciary responsibility and commended her on her involvement and fidelity to the McHenry community. Doherty announced Nature's Cornucopia will be vacating their Green Street location on October 1�` and will be relocating adjacent to Panera Bread on Route 31 North. Mayor Althoff stated the City's Engineering Firm, Smith Engineering, had discovered the only portion of Route 31 in the city limits which would not be expanded to at least four lanes was the area between Applebees and Route 120. Smith Engineering went to the Illinois Department of Transportation(IDOT) and sought IDOT-s approval to included the engineering for that portion of Route 31 along with the engineering of the reconfiguration of the McCullom Lake Road and Route 31 intersection. A determination can then be made as to the possible widening of this stretch of Route 31. Brief discussion occurred regarding downtown analyses of traffic concerns, parking, ingress and egress in the downtown area. Input will be provided to Trkla, Pettigrew, Allen and Payne (TPAP), Riverwalk Project Coordinators and will be taken into consideration as TPAP develops a downtown development plan.
