Present: William Bolger, Kit Carstens, D. William Dodds, Donald Doherty, David Gelwicks, Phil Hintz, Janice Jones,
Kathleen Kunzer, Doug Martin, Doug Maxeiner, Joseph Napolitano, Ned Neumann, Dick Paegelow,.. Absent: Carol
Chrisman, Daniel Curran, Debbie Harr, Kathy Marinangel, Joseph Napolitano, Karen Patel, John Smith, John Swierk,
Richard Wimmer.
Chairman Bolger called the meeting to order at 12:32 p.m.
Apnroval of Minutes
Motion by Doherty, seconded by Maxeiner, to approve the minutes of the July 14, 2003 Board Meeting as presented.
All ayes. Motion carried.
Treasurer's Report
Secretary/Treasurer Jones reported the balance in the EDC Treasury remains at $1255.69 as there were no
disbursements or receipts since the last Board meeting.
Motion by Jones, seconded by Naplolitano,to approve the Treasurer's Report as presented.
All ayes. Motion carried.
McHenry Count�Industrial Council Re�ort
Representative Gelwicks stated there was no report at this time.
Chamber Report
Chamber Chairman Paegalow reported the Chamber's Annual Craft Fair will take place on Sunday, September 14�' at
� Petersen Park. The farewell gathering for Chamber CEO Han will be held on Friday September 12�' at the Hampton
Inn. Paegalow also reported the search for replacement Chamber CEO continues. There have been appro�xnately 65-
70 applicants. It is hoped the Board will fill the position by the end of September.
Motion by M�einer, seconded by Martin,to approve the Chamber Report as presented.
All ayes. Motion carried.
City Report
Napolitano stated the City issued a record number 64 new single-family home residential building permits in August.
The large nuxnber is directly attributable to Kennedy Homes Riverside Hollow's 30 applications, as the developer is
limited to 30/year (August thru July). Napolitano also reported on projects and development occurring with the City,
namely:
• Hallmark Homes townhome plan revisions and reduction to 108 units
• The opening of Angelo's Fresh Market in the former location of Eagle Foods
• Bank of America in Rubloff East Development was recently approved by Council
• An office building on Front Street for poctors Elstrom and Hall was also approved by Council
• Ron Bykow ski's redevelopment of the Eby Brown Property was recommended for approval by the Planning
and Zoning Commission
• Oberweiss Dairy's location in the Rubloff East Development continues to move forward
• Dunkin DonutsBaskin Robbins project at 4305 West Elm is progressing with a November ls`target opening
date
• PRDC's Foxcroft Ridge is moving forward with a projected 200 senior assisted living units on Bull Valley
Road
• PRDC is also in the process of purchasing Windsor's Village Green complex and will market this development
�. as assisted living rental units. This project will be developed to at least 50% capacity prior to PRDC moving
forward on the Foxcroft Ridge development.

Dr. Dodds acknowledged the City's efforts to control growth via limiting the number of single-family residential units
�' building permits issu�;d on an annual basis.
Motion by Doherty, seconded by Carstens,to approve the City Report as presented.
All ayes. Motion carried.
Transportation Report
Carstens reported he attended an area transportation informational meeting sponsored by IDOT at Sage Products in
Cary. An IDOT consultant stated County congestion will two times the cunent rate by the year 2020 and there are no
funds available to alleviate the transportation deadlocks. Three potential options were presented with no way for
raising funds to initiate any of them.
It was also reported there will be an IDOT informational presentation hosted by Representative Jack Franks and
Senator Pam Althoff at Woodstock City Ha11 on Friday, October 3, 2003 at 10:00 a.m.
Motion by Gelwicks, seconded by Jones,to approve the Transportation Report as presented.
All ayes. Motion carried.
�ecial Projects Report
Carstens reported Design Architect VOA will make a presentation before the Riverwalk Committee on Wednesday,
September 10"' at 7 p.m. This is the first time the new design schematic concept plan will be presented to the entire
Committee. If the plan is approved by the Committee, it will most likely be submitted to the City Council for
consideration, review and approval soon thereafter. The plan will set the tone for the Riverwalk construction and
downtown redevelopment for the next twenty years.
�. In response to an inquiry, City Administrator Maxeiner stated required easements have not yet been secured to
implement the construction of the Riverwalk. Assistant Administrator Locker has been working diligently on the
project to expedite its moving forward.
Fundraising Chairman Bolger noted he had met recently with Shamrock Farms property owner George John who has
donated $SOO,OOo toward the Riverwalk construction. He also indicated there would be a couple of more checks
forthcoming.
In a related manner, Chairman Bolger reported he received a request from McHenry Downtown Business Association
President Cyndi Kottke. Ms. Kottke is requesting financial assista.nce to help underwrite the cost of the Association's
Annual Christmas VValk. Chairman Bolger suggested a contribution be made in the amount of$150. A brief discussion
followed.
Motion by Maxeiner, seconded by Doherty, to approve the disbursement of$150 as a contribution to the McHenry
Downtown Business Association to help defray the cost of the Downtown Association's Annual Christmas Walk.
All ayes. Motion carried.
McHenry Countv EDC Report
In the absence of Patel there was no MCEDC Report.
McHenry County Tourism Committee Report
Carstens reported the Tourism Committee has targeted two specific areas and is tracking local elected representatives
action regarding them at the legislative level. The two areas are Transportation and Education. It was hoped that by
tracking representatives attendance and support of events regarding locally-related issues, positive PR would be the
� result and might enhance their involvement and continued support.

Welcoming Committce Report
There was no Welcoming Committee Report.
New Business
Chairman Bolger reported he had met with Wilbert Hecht who is making a generous contribution to Centegra in the
names of Coach McCracken, Dr. Gladstone and Tom Bolger. Mr. Hecht has indicated he will also make a generous
contribution to the Ciry's Riverwalk neart year.
Supt. Hintz reported negotiations are ongoing between High School District 156 Board and the Teacher's Association.
The Association has begun informational picketing in front of both high school campuses daily prior to and at the end
of each school day.
Dr. Dodds reported District 15 Focus Meetings will conclude this Friday, September 12'�. He noted there are still some
openings on T'hursday and Friday if any Board members wish to participate. The Board members were encouraged to
contact the District Office if they wish to participate. Results of the Focus will be compiled and made available
sometime in October
Doherty noted the recent full-age advertisements by both NIMC/Centegra and Mercy Health Systems, who are in
direct competition with each other to provide services in the County. He stated the importance of continuing to support
long-time provider NIMC.
