HomeMy WebLinkAboutMinutes - 7/11/2006 - Economic Development Commission Economic Development Commission Regular Meeting Tuesday, July 11, 2006 McHenry Municipal Center �' 12:30 p.m. Present: Kay Bates, Bill Bolger, Dave Gelwicks, Kathleen Kunzer, Kathy Marinangel, Douglas Maxeiner, Jack Minero, Joe Napolitano, Ned Neumann, Dick Paegelow, Richard Wimmer. Absent: Kit Carstens, Sue Low. Guests in attendance: Theresa Lane, Supt. McHenry School District 156. The July 1 l, 2006 regularly scheduled meeting of the McHenry Economic Development Commission was called to order by C'hairman Wimmer at 12:35 p.m. Ap�roval of Minut�� Gelwicks referenced the first sentence of paragraph 1, page 5 of the May 9, 2006 minutes of the EDC Boa.rd Meeting. He asked that the minutes be amended to state "Gelwicks requested the City Report be reinstated". City Administrator Maxeiner pointed out a typogaphical enor on the second line of page 4, "incite" should be changed to "insight". Motion by Neumann, seconded by Marinangel, to approve the minutes of the May 9, 2006 regularly scheduled EDC Meeting as amended. All Ayes. Motion carried. Marinangel stated for the record she could not in her memory recall the EDC Board attacking Staff for action taken by Council. Marinangel also stated she believes Boazd members of the EDC and Staff have acted appropriately in EDC meetings. � Cit,�eQort Napolitano provided the Commission with a development report noting the following: • Legend Lakes Neighborhood 1 Townhomes east of Curran Road - Kimball Hill is in the process of seeking City approval for Final Plat; • Cunat's Patriot Estates age-restricted development is nearly ready to move forward; • Town and Country Homes IDD Oaks at Irish Prairie is also preparing to move forward; • Shops at the Fox River commercial development continues to move forward and includes Dick's, Bed Bath & Beyond, PetsMart, Best Buy, Kinko's, Fed Ex and potentially a Wickes Furniture and Old Navy; • Advance Auto on Borden Street is under construction; • Napa Auto Parts is building a new facility behind Culver's in Adams Commercial Center; • Mobile is in the process of redeveloping their site at Richmond Road and McCullom Lake Road; • Council recently approved a Java Jo'z drive-thru kiosk in the McHenry Plaza Shopping Center; • MEI Development is proposing a multi-tenant building south of the McHenry Savings Bank; • Municipal Drive extension was recently let for bid; bids came in higher than expected. Construction is expected to start this year; • Riverwalk Phase I construction began Monday, July 10�'; Council is proceeding with the issuance of bonds to pay for its construction; proceeds to pay off the bonds will come from the TIF District; � Medical Arts Building has been demolished; the site is currently being graded; only 3 RFQ's were submitted fallowing the City's request for qualified develapers of this site. �' In response to Bates inquiry, Maxeiner stated discussions with Target included their intent to upgrade their current facility. W<<1Mart intends to have a Super WalMart facility every six miles along the Route 31 Page 2 EDC July 11,2006 � corridor. They have expressed interest regarding certain properties within as well as those on the perimeter of the City regarding a Super Wa1Mart facility. Maxeiner noted this is a very fluid matter. Responding to an inquiry from Marinangel regarding limitations on the number of new rooftops permitted, Napolitano stated Council restricts the number of permits issued within annexation agreements. M�einer noted Council neg��tiates with each developer; there is no overall cap for the number of building permits issued, however. Marinangel inquired as to the potential impact of the Terra Cotta development on the City. City Administrator M�einer responded the commercial portion of the development will compete with City retail industry. The residfmtial component might shop in McHenry as it is in closer proximity than Crystal Lake. Gelwicks inquired if the City is aware of any interest in the Morrie's Garage site on the southeast corner of Route 31 and Charles Miller Road. He noted the property is unsightly. Maxeiner responded this property lies within the County's jurisdiction. The County has been contacted regarding the state of the property. The City has encouraged the County and/or IDOT to acquire the property to allow for Charles Miller Road and Route 31 right-of-way improvements and/or expansion. Minero noted recent discussions have occurred between the Baptist Church and the owner of Morrie's property. Gelwicks inquired if there were plans for McDonald's to relocate on the Pacini Property on the northwest corner of the Bull Valley Road and Route 31 intersection. Maxeiner stated it is hoped this can be accomplished. `-- Neumann inquired if Town and Country Homes would be required to e�end Veteran's Parkway in the first phase of their Oaks at Irish Prairie development. Maxeiner responded in the affirmative. Neumann opined this is important in order to provide both east and west access to the new Family Service facility in Prairie Point Subdivision north of Veteran's Parkway. Neumann questioned how the City made developers aware of the Request for Qualifications for the Medical Arts Building. Maxeiner responded the City advertised, used word of mouth, and spoke to developers who have completed similar projects. Some discussion followed regarding what is required to be submitted and considered during an RFQ process. Bates inquired if there was any update on the redevelopment of the Justen Funeral Home property on Elm Street. Maxeiner stated Mark Justen still owns the property and might choose to redevelop it on his own. Committee Reports Banquet Facility Recruitment: Chairman Bates reported the committee will be meeting in early August with a prospective land owner. The committee continues to work towards having a banquet facility in town. Kottke Green Street Development: Chairman Wimmer reported he had met with Cindy Kottke who appears to be well on her way to acquiring all the property she needs for her redevelopment project. Her concern at this time is what to do with existing tenants. She will contact the committee if she needs EDC assistance. � Page 3 EDC July 11,2006 � Riverwalk Phase 2 Recruitment: Kunzer provided the Commission with Chairman Carstens report. Carstens and Allen Miller went to the grand opening of Bob Hummel's restaurant in Palatine. They are working with Bob to put McHenry at the top of his list. Carstens is also working with another developer regarding a different parcel. Carstens is attempting to get developers to meet with his sub-committee in an effort to bring development forward. So far this has not been accomplished, but he will continue to try. Finally, Carstens has been successful in encouraging his la�idlord to tuck-point and add new awnings to the McHenry Trading Company building. This should help the aesthetics of the building, particularly in light of this portion of the Riverwalk. Other Business Theresa Lane, Su��erintendent of District 156 effective July l, 2006 was introduced. She has previous experience in the cc►mmunity and seeks to be involved in McHenry's future. Some discussion o��curred regarding the need for all existing commissioners as well as prospective board members to complete a board application. Chairman Wimmer noted the submittal of a completed application shows intent that t:he board member intends to remain active and will participate and attend meetings, activities and functions of the board. City Administrator M�einer reported Staff has been working with Centegra to complete the ring road around their campus and to create a connector to Ridgeview Drive from the Centegra campus as well as from the Irish Prairie Subdivision. This will assist in directing tr�c to the signalized intersection of Bull Valley Road and Ridgeview Drive. `-- During a brief discussion regarding the Pacini Property, Gelwicks noted although interest has been expressed in purchasing and developing portions of this property, the owners intend to dispose of this property only as a single pa.rcel.
