In Attendance: Committee Members: Chairman Alderman Murgatroyd, Alderman Bolger, Alderman
Low. Also in Attendance: Mayor Althoff, City Administrator Maxeiner, Assistant City Administrator Lockerby
and City Clerk Jones
Cha.irman Alderman Murgatroyd called the meeting to order at 7:02 p.m.
Discussion of Fiscal Year 2003/2004 Bud�et
Chairman Alderman Murgatroyd stated the Budget is a planning tool and suggested any questions be
directed to City Administrator Maxeiner.
City Adminis�rator Maxeiner stated the current economy has somewhat impacted sales tax receipts. He
outlined the Budget ��vith the proposed revisions noting originally the difference between the expected General
Fund Revenues and expenditure requests was neazly $2.6 million. He noted while the City has a reserve it
would not be sound financial management to deplete the reserve for operations costs. City Administrator
Maxeiner itera.ted Council's determination to target 33% of the General Fund remain on hand for reserve,
infornung the Committee of a current reserve balance need of$4.39 million.
City Administrator Maxeiner identified the adjustments proposed and reductions in expenditures
suggested in an effort to obtain a balanced budget.
It was the consensus of the Committee to include the following positions in the Fiscal Yeaz 2003/2U04
L,..3udget for the Police Department:
• One Records Clerk
• One Community Service Officer
• One Dispatcher
City Administrator Maxeiner informed the Committee interviews for the position of Director of Finance
would commence on Friday, April 11, 2003.
City Administrator Maxeiner detailed the Surrunary of Proposed Budget Amendments by line item. He
identified corrected typographical errors, checked for omissions, and identified potential and recommended
reductions and adjustments in an effort to balance the Budget. A brief discussion ensued regarding the
movement of funds.
City Administrator Maxeiner outlined the Information Technology Fund. He informed the Committee
the Fund provides urternal services for departments throughout the City, noting it will be an aggressive
budgeted item for the few years while services aze upgraded. A brief discussion ensued.
Alderman Bolger complimented Staff on their efForts to balance the Budget.
New Business
Chairman Alderman Murgatroyd requested a meeting to complete th� Budget Process be scheduled on
-April 15, 2002 at 7:(�0 p.m. in the Alderman Conference Room. Topics at the meeting will be the Capital
�improvement Prograni and the Water/Sewer Fund.

City Clerk Jor:es distributed a letter dated March 26, 2003, from Ra,ndy and Christina Nau residents of
5208 Dartmoor Drive concerning a water/sewer bill received following the change-out of the water meter at the
residence. Following a brief discussion it was the consensus of the Committee City Administrator Maxeiner
and Chairman Alderman Murgatroyd would discuss the content of the letter with the Naus' attorney, Thomas
Popovich, and provid� a copy of the letter to Alderman Glab. The Committee would be kept advised of the
matter.

Motion by Bolger, seconded by Low, to adjourn the meeting at 8:35 p.m.
All ayes. Motion carried.
