In Attendance: Committee Members: Chairman Alderman Murgatroyd, Alderman Bolger
and Alderman Peterson. Absent: None. Also in Attendance: Mayor Low, City Administrator
Maxeiner, Director of Finance Kline, Director of Public Works Marcinko (arrived at 6:50 p.m.)
and City Clerk 7ones.
Also in Attendance: Caitlin Prendergast, Reporter,NW Herald
Chairman Murgatroyd called the meeting to order at 6:30 p.m.
Discussion ResardinQ Elected Officials Comoensation
City Administrator Maxeiner informed the Committee the City reviewed the
compensation levels for the non-contract employees in 2001, and is currently updating the
analysis. Compensation levels for elected and non-elected positions should be reviewed
periodically to determine appropriateness. He stated that, should adjustments to elected official
salaries be desired, with the exception of the City ClerklCollector position, which was modified
earlier, the adjustments would need to be made prior to November 2004 to become effective with
the election in Apri120Q5.
City Administrator Maxeiner noted currerrt compensation levels for the elected officials
of the City of McHenry are:
• Mayor $12,000 annually
� • Alderman $75 (per meeting attended)
• City Clerk $54,500 (Currently, $26,000, City Clerk and $2$,500, Collector)
Effective May 1, 2005, $400 per month and $75 per meeting
attended
• Treasurer $1,500 annually

City Administrator Maxeiner stated in 1992 the Mayor's salary was reduced from
$15,000 to $9,000 under Mayor Busse. In 1997 the salary was increased from$9,000 to $12,000
and has not chan�ed since that time. However, in 2001 Council approved a SS,000 expense
account for the Mayor.
Staff suggests consideration of adjustment to the salary and expense accourn for the
position of A�ayor. Staff supports the return of the salary to the pre-1992 level of $15,000
annually. To offset the inerease in salary Staff sug�est reduction of the Mayor's expense account
from $5,000 to $2,000. City Administrator Maxeiner indicated the demands on the position
continue to grow with the size of the City. He stated the adjustmerrts would have no budgetary
impact to the City.
City Administrator Maxeiner stated the Mayor as Liyuor Commissioner also handles the
responsibilities of that position. Recently the role has become much more active. Staff proposes
an annual stipend of$1,500 for this position, with an additional $200 per violation hearing. This
`,, cost could be added to the fine should the alleged violator be found guilty of a regulation
infraction. This adjustment would have minimal impact on the City.

City Administrator Maxeiner stated Alderman compensation was last adjusted four years
ago. At that time the rate was switched from an annual amount to a per meeting amount of$?5
for each regular and special Council and Committee meeting attended. Since this amount would
apply to Alderman for the next four years. Any adjustment to the amount would need to be
addressed now. If an inflationary factor is considered, the Committee may want to consider $80
per me.eting. City Administrator Maxeiner noted some municipality committee chairs receive a
higher level or.'compensation for committee meetings.
Treasurer
The cc�mpensation for this position has been $1,500 since 1981. Uue to the Treasurer's
involvement in investments and cash management, Staffsuggests consideration of an adjustment
ta $i,800 annually, which equates to $150 per month.
Alderman Peterson stated he supports Stai�s' suggestions regardin� the adjustments to
compensation to the Mayor/Liquor Commissioner and the Treasurer, but sees no reason to adjust
compensation to Alderman at this time. Alderman Bolger concurred with Atderman Peterson.
Motion by Bolger, seconded by Peterson, to recommend to Council elected official
compensation be changed as follows:
• Mavor:
"� o a salary of$15,000 annually;
o reduction of the Mayor's expense account from $5,000 to $2,000;
o annual stipend to Liquor Commissioner of$1,500;
o an additional compensation of$200 per violation hearing.
• Treasurer:
o a salary of$1,800 annually.
Aye: Murgatroyd, Bolger, Peterson.
Nay: None.
Absent: None.
Motion carried.
Discussion Re�ardins Cauital Develoument Fce�
City Adrninistrator Maxeiner summarized the draft report received from Baxter &
Woodman suggesting revisions to the City's Capital Development Fees. A brief comparison was
made to the C'ity's current fees.
City .Administrator Maxeiner stated that Staff is seeking a recommendation from the
Committee r�;gazding how to proceed. He noted at this time, developers and builders have not
been contacte:d to provide input.
Chairman Murgatroyd opined revisions to the current fees should be addressed due to
� growth in the City. He stated it is unfair that current residents are paying for growth.

ehairman Murgatroyd requested ciarification regarding why a 4" meter and a 6" meter
had the sa.me capacity and were the same amount, as far as Capital Development Fees were
concerned. Alderman Peterson opined a formula should be calculated based upon the size of the
meter.
Staff assured the Committee they would research the advanta�es of a flat fee rate versus
use of a variable fee.
Responding to an inquiry by Chairman Murgatroyd, City Administratar Maxeiner stated
the adjusted fees would likely be implemented in the winter.
It was the consensus of the Committee to review the information provided and to discuss
revisions to the Capital Development Fees further at a Finance and Person.nel Committee
Meeting to be scheduled on October 1 l, 2004, in anticipation of presentation to full Council in
November 200�.

No new business was brought forth for discussion.
