and Alderman Peterson. Absent: None. Also in Attendance: Mayor Low (arrived at 7 p.m.),
City Administrator M�einer, Director of Finance Kline and City Clerk Jones.

Chairman Murgatroyd called the meeting to order at 6:30 p.m.
Discusaaon Regarding Capital Develonment Fees
Chairman Murgatroyd informed the Committee the discussion regarding the Capital
Development Fees was continued from the meeting on September 20, 2004. He turned the
meeting over to City Administrator Maxeiner.
City Administrator Maxeiner stated on September 20, 2004 the Finance and Personnel
Committee discussed the draft report provided by Baxter & Woodman regarding the updated
water and wastewater capital development fees. At that meeting an inquiry was made as to
whether Staff had compiled information on what surrounding municipalities are chargin� for
capital development fees. Specifically, Alderman Peterson requested information on how
Crystal Lake applies their commercial fees.
� Staff provided the Committee with a partial list of comparable communities and their
associated Capital Development Fees for residential connections. City Administrator Maxeiner
noted the list is not complete, as a number of the communities surveyed have not respanded. He
stated Staff hopes to have additional information for Council in the neaz future. City
Administrator Maxeiner noted that Carl Moon of Baxter& Woodman was present to answer any
questions regarding the methodology used to arrive at the proposed fees. He proceeded to
outline the proposed fees for residential properties.
Responding to an inquiry from Alderman Bolger, City Administrator Maxeiner stated
that informal discussions have taken place with local developers. They have been assured the�
would have an opportunity to comment on the proposed fee increases prior to implementation.
Carl 1V�oon �plained how the fees for the wastewater treatment were arrived at in an
effort to resp��nd to Alderman Bolger's comment regarding the apparently excessive sewer
increases.
A lengthy dis+cussion ensued regarding the revision of Illinois Environmental Protection
Agency(IEPA.) standards and new growth in the community.
Resporiding to Chairman Murgatroyd's inquiry as to whether all the cost increases are
related to new growth, Carl Moon stated the costs relative to capacity pertain to new growth.
� Mayor Low arrived at 7:00 p.m.
�Idernian Peterson opined he supports moving forward with the fee increases, stating
growth should support growth.

Alderman Bolger stated he would like input from developers prior to consideration af an
increase in fees by full Council.
Motion by Peterson, seconded by Murgatroyd, to recommend Council consider and
approve an increase in sanitary sewer and water capital development fees, based upon the figures
provided in the report received from City Engineers, Baxter&Woodman.
Aye: Murgatroyd, Peterson.
Nay: Bolger.
Absent: None.
Motion carried.
