HomeMy WebLinkAboutMinutes - 1/31/2005 - Finance and Personnel Committee FINANCE AND PERSONNEL COMMITTEE MEETING Monday, January 31, 2005 Aldermen's Conference Room, 6:30 p.m. `-- In Attendance: Committee Members: Chairman Alderman Murgatroyd, Alderman Bolger and Alderman Peterson. Absent: None. Also in Attendance: City Administrator Maxeiner, Assistant to Administrator Martin, Deputy Clerk Kunzer. Chairman Alderman Murgatroyd called the meeting to order at 6:30 p.m. Discussion: Updates to Compensation Plan City Administrator Maxeiner provided the Committee with an overview of the process utilized in reaching the proposed update to the City's compensation plan which is presented for review at this evening's meeting. He stated there are two reasons for the proposed update: 1. When the comprehensive compensation study was completed in 2001, it was suggested the results be reviewed every three to four years. It is therefore time to review the compensation levels for non-contractual employees. 2. Two employee groups have expressed their concerns to administration regarding the closure in the compensation gap between contractual supervisory employees and non- contractual hourly employees. City Administrator Maxeiner stated market surveys indicate internal inequities exist whieh could jeopardize the continuing employment of individuals who are of great worth to the municipality and the organization. Staff has prepared an analysis of results obtained regazding internal and external compensation comparisons. The results of that analysis have been provided to the �, Committee for review, discussion and possible recommendation to Council for action. Responding t<� an inquiry, City Administrator Maxeiner stated approximately 60% of street � division overtime is attributed to snowplowing events. Other causes of overtime would be storm water backups, sanitary sewer backups, and water main breaks. Parks maintenance crews would earn overtime Por work during band concerts, Fiesta Days, and other similar events. Finance and Personnel Committee Meeting January 31, 2005 Page 2 `- Some discussion occurred regarding the possible timing of the implementation of the updated compensation should it be approved by full Council. City Administrator Maxeiner noted certain employee groi�ps might be appeased by the March implementation of the revised compensation plan, Following an �:nquiry, a brief discussion followed regarding Staff's investigation of the possibie exemption status of streets crew leaders and park maintenance crew leader positions. City Administrator Maxeiner will investigate these positions and whether they would cunently comply with e�emption status as dictated by the Fair Labor Standards Act. Voting Aye: Murgatroyd, Bolger, Peterson. Voting Nay: None. Absent: None. Motion carried. New Business City Administrator Maxeiner reported the 2003-2004 Audit has been completed. He stated the new format as directed by the GASB 34 is different that previous audits and might require clarification and explanation by the City's auditing firm. He suggested Eder Cassella be invited to the ne�Finance and Personnel Committee Meeting to explain the new format. It was the consensus of the Committee a brief ineeting be held on Monday, February 14, 2005 at 7 p.m. to discuss the 2003-2004 Fiscal Year Audit. City Administrator Maxeiner stated he would � invite John Eder to speak to the Committee and explain the new audit format. Alderman Bolger opined the Finance and Personnel Committee should be more actively involved and knowledgeable about the hiring and firing of City employees. Chairman Murgatroyd asked Finance and Personnel Committee Meeting January 31, 2005 Page 3 �— City Administrator Maxeiner to distribute to Finance and Personnel Committee members the City's current procedure policy with regard to employee hiring and firing. Responding to Alderman Peterson's inquiry, a brief discussion followed regarding the status of the City's vehicle sticker program and whether it would be implemented in the 2005-2006 fiscal year. City Administrator M�einer noted Staff is in the process of reviewing the need for this program in light of the results of the 2004 special census. No decision has yet been made regarding the 2005-2006 fiscal year. Alderman Bo(ger suggested the City investigate the purchase of sidewalk plows for snow removal, partic;ularly in school zones.
