`— In Attendance: Committee Members: Chairman Alderman Murgatroyd, Alderman
Schaefer and Alderman Peterson. Absent: None.
Also in Attendance: Administrator Maxeiner, Assistant City Administrator Martin, Director of
Finance Black and City Clerk Jones.
Mayor Low arrived at 6:44 p.m.
Chairman Alderman Murgatroyd called the meeting to order at 6:36 p.m.
Purchase of Wireless Alarm MonitorinQ Svstem
Assistant City Administrator Martin mformed the Committee that Staff is seeking direction from
the Committee regarding what funding process to present to full Council for the purchase of a
wireless alarm monitoring system.
Staff has been investigating the possibility of converting the current alarm monitoring system in
the Police Department to a wireless system. The benefits of a wireless system would be
decreased response time and reduction in the number of false alarms. Assistant City
Administrator Martin stated the current system is 30 years old and outdated. The primary reason
for purchase of new equipment is safety.

Assistant City Administrator Martin stated the fire district strongly supports the wireless system
because emergency response time is dramatically reduced.
Staff informed the Committee that the one-time capital equipment cost can either be absorbed
upfront or paid over several years. Once the initial capital costs are paid, future revenue from the
system can be utilized for administrative expenses and costs involved with dispatching services.
Subscriber billing would be handled by the City and can be done quarterly, semi-annually or
annually.
Staff has ascenained that should the City decide to purchase the equipment upfront, the initial
capital investment would be recovered in approximately 29 months. If purchased, there would
be roughly a six-month transition period from one system to the other.
Assistant City Administrator Martin informed the Committee the next step in the process, with
the concurrence of the Committee, is for Staff to bring forth a request for proposal (RFP) to
solicit responses from alarm monitoring companies to provide a wireless monitoring system to
the City.
Responding to an inquiry, Assistant City Administrator Martin stated the initial investment
would be $250,�)00, which could be paid off over an approximate two and one-half year period.
� Alderman Schaefer opined he sees the benefit of this equipment. Responding to Alderman
Schaefer's inquiry, Assistant City Administrator Martin informed the Committee that the entire
cost of the systf�m would come from the City. The fire district would not be contributing to the
purchase cost.

consideration an RFP for the purchase of a wireless alarm system.
