HomeMy WebLinkAboutMinutes - 4/4/2007 - Finance and Personnel Committee � FINANCE AND PERSONNEL COMMITTEE MEETING Wednesday,Apri14, 2007 Aldermen's Conference Room, 7:00 p.m. �— In Attendance: Committee Members: Chairman Alderman Murgatroyd, Alderman Schaefer and��lderman Peterson. Absent: None. Also in Attendance: City Administrator Maxeiner, Ueputy City Administrator Martin, Director of Finance Black and City Clerk Jones. Chairman Alderman Murgatroyd called the meeting to order at 7:08 p.m. �'iscal Year 2007/2008 Budget Director of Finance Black provided the Committee with a copy of the revised Fund Summary and General Fund yearend results. City Administrator Maxeiner stated some work needs to be done to re-establish the fund balance, which has a reserve target of 33%of the General Fund 4perating Budget. Director of Finance Black presented the 07/OS Budget Analysis General Fund Change Summary. He noted Staff is projecting six (6) months rental income, from the current tenant of the new Public Works Facility, which the City will be closing on in mid-June. Director of Finance Black provided the Committee with an explanation of the various revenues by category. He stated that 80%of the total revenue in the General Fund is made up of: � Sales 'Tax; �-- • Income Tax; and • Property Tax. Director of Finance Black indicated other significant revenues are generated from: • Parks and Recreation programs; • Building Permits; • Traffic Fines; • Township Road and Bridge Tax; • Telecommunications; • Vehicle Licenses; and + Investment Income. A tengthy discussion ensued rega.rding the detailed revenues, which Finance Director Black summarized by category. He stated property taxes, as indicated in the Revenue Summary, would increase slightly. City Administrator Maxeiner elaborated on the benefits home rule would provide to the City's budget. He informed the Committee that a census was in the budget in 06/07, but due to personnel adj ustments the census did not take place. Chairman Alderman Murgatroyd suggested that should any of the Committee members have specific quest:ions prior to the meeting scheduled on Monday, April 9, 2U07, they shauld contact �-' Finance Dire�tor Black. City Attorney McArdle arrived at 7:18 p.m. Chairman Alderman Murgatroyd called the meeting to order at 6:42 p.m. Continuing Discussion Re�ardin� OrQanization Restructurin�Plan Chairman Alderman Murgatroyd announced the continuation of discussions regarding the Organizational Restructuring Plan, which were initiated at the November 20, 2006 meeting. Motion by Peterson, seconded by Schaefer to go into Execution Session to discuss personnel matters. Aye: Murgatroyd, Schaefer, Peterson. Nay: None. Absent: None. Motion carried. � The Committee went into Executive Session at 6:43 p.m. Motion by Peterson, seconded by Murgatroyd to return to Open Session of the Finance and Personnel Committee meeting at 7:24 p.m. Aye: Murgatroyd, Peterson.
