HomeMy WebLinkAboutMinutes - 9/29/2008 - Finance and Personnel Committee FINANCE AND PERSONNEL COMMITTEE MEETING � Monday, September 29, 2008 Aldermen's Conference Room, 6:30 p.m. In Attendance: Committee Members: Chairman Alderman Murgatroyd, Alderntan Peterson. and Alderman Scha�:fer. Absent: None. Also in Attendance: City Administrator Maxeiner, Director of Finance Black and City Clerk Jones. Also in Attendance: John Albanese, CPA-Eder, Casella&Company Mayor Low arr�ved at 7:10 p.m. Chairman Alderman Murgatroyd called the meeting to order at 6:30 p.m. 2007/2008 Financial Audit Chairrnan Alderman Murgatroyd introduced John Albanese of Eder, Casella & Company. Mr. Albanese provided the C��mmittee with a summary of several new auditing standards that would be applied during the 2007/2008 financial audit. He informed the Committee that the new audit standa.rds deal with risk assessment, co�nmunicating internal controls and the responsibility of the auditor to communicate with those in charge of governance. Mr. Albanese stated that under the new standards Eder, Casella & Company is required to present its � findings regarding risk assessment and internal controls to the City's governing body prior to issuing the completed anmial financial report. Mr. Albanese provided the Committee with a copy of a letter detailing weaknesses identified during the audit. Mr. Albanese cxplained to the Committee, in detail, the difference between a control deficiency and a material weakness. It was noted that after the annual financial report is completed Staff would provide the Mayor and Council members with a copy of the final report along with a memo summarizing the most relevant information. Mr. Albanese informed the Committee that Carolyn is very knowledgeable and soon will be in a position to prepare financial statements for the City. A brief discussion ensued regarding Carolyn's abilities. Mayor Low arrived at 7:10 p.m. Director of Finance Black thanked Mr. Albanese and Eder, Casella & Company for their efforts during the audit procedure, their cooperation in resolving issues, and their assistance to put everything in good order. City Administrator Maxeiner stated he appreciated the opportunity, concurring with Mr. Albanese, to inform the Committee that Carolyn is an important component in the Finance Deparirnent and a key employee with the City. � Finance and Pt;rsonnel Committee Meeting �, September 29, 2008 Page 2 Adiournment Motion by Peteison, seconded by Schaefer,to adjourn the meeting at 7:20 p.m. Aye: Murgatroyd, Peterson, Schaefer.
