Call to Order
Chairman Alderman Richard Wimmer called the meeting of the Finance and Personnel Committee to
order at 4:00 PM. Other committee members present: Alderman Jeffrey Schaefer and Alderman
Geoffrey Blake. Also in attendance: Mayor Susan Low, City Administrator Derik Morefield, Deputy
City Administrator pouglas Martin, Assistant City Administrator Bill Hobson, Finance & Accounting
Manager Carolyn Lynch, and Executive Assistant Marci Geraghty.

Presentation and Discussion of Draft FY 2013/14 Budget
Chairman Alderman Wimmer announced the purpose of the meeting was to finalize the committee's
review of the draft FY 2013/14 budget after which a personnel matter will be discussed in Executive
Session.
The Chairman offered the floor to City Administrator Derik Morefield.
Mr. Morefield informed the committee other than narratives added to each fund the only change made to
the budget since the committee's previous meeting on March 11, 2013 was the addition of a police
vehicle purchase within the Seizure Fund to the Police Department budget. State statute requires cash
seized during the commission of a crime that is awarded to the department from the State of Illinois can
only be used for the purchase of police vehicles and police equipment. Currently, the Seizure Fund
balance is approximately $50,000 of which $27,000 is proposed to be used for the purchase of police
vehicles previously cut from the FY13/14 budget. Mr. Morefield noted monies collected in the Seizure
Fund provide the city with the opportunity to reinstate the police vehicle replacement program. In future
years, the Seizure Fund will be identified in the CIP. He also said he will develop a budget summary and
transmit it to the City Council along with the Committee's recommendation for consideration at the April
29�`annual meeting.
Alderman Schaefer reiterated his concerns expressed at the March l lth meeting regarding proposed salary
increases. Mr. Morefield said next fiscal year, we are moving away from the automatic step increase
process for non-bargaining employees to a meridCIP based evaluation system. In answer to Alderman
� Schafer's question regarding collective bargaining contracts, Mr. Morefield said this time next year FOP
Unit II bargaining will begin and FOP Unit I and Local 150 contracts expire in 2015.

It was the consensus of the Finance and Personnel Committee to forward the proposed FY2013/14 budget
`' to the City Couricil for consideration at the Apri129`h annual meeting.
Executive Session
Alderman Schaefer made a motion, seconded by Alderman Blake to enter into executive session for the
purpose of discussing a personnel matter.

Nay: None
Absent: None
Motion carried.
The committee�ntered executive session at 4:12 PM.
There being no further business to discuss in Executive Session, Alderman Schafer made a motion,
seconded by Alderman Blake to exit Executive Session.

Absent: None
Motion carried.
Executive Session was closed at 5:00 PM.

The Finance and Personnel Committee reconvened in Open Session with the following persons present:

Susan Low, and Executive Assistant Marci Geraghty.
Action Taken in Executive Session
None.

Alderman Schaefer made a motion, seconded by Alderman Blake to adjourn the meeting.
