Meeting Minutes

Call to Order
Chairman Alderman Wimmer called the meeting of the Finance and Personnel Committee to order at 6:00
PM. Other committee members present: Alderman Geri Condon, Alderman Jeffrey Schaefer. Also in
attendance: City Administrator Derik Morefield, Finance Director Carolyn Lynch, and Executive
Assistant Marci Geraghty

Review and Discussion—Draft Fiscal Year 14/15 Budget
Chairman Alderman Wimmer reported the purpose of the meeting was to review the final draft of the FY
14/15 and seek a motion from the committee for approval to present the proposed budget as presented to
the full City Council for consideration. Chairman Wimmer gave the floor to City Administrator
Morefield.
Mr. Morefield reported other than aesthetic changes to the document, the only changes made to the
document since the committee's initial meeting on March 17`h, were made to the Capital Improvements
Fund: $50,000 for Petersen Park parking lot improvements included in current budget is re-budgeted and
combined with the tear-out of the tennis courts; and $20,000 in the current budget for the sidewalk
program is re-budgeted in FY 14/15 for sidewalk improvements at Miller Point.
Alderman Schaefer asked for an explanation for the increase in legal fees in the contractual account. Mr.
Morefield said the city is taking a more vigorous approach in the prosecution of DUI's. Enforcement of
DUI's involves attorney hours and multiple hearings for each case. He added the budgeted amount is
expected to decrease. Alderman Schaefer asked if this was something that could be tracked. Finance
Director Lynch answered yes; the city will be able to determine expenses for the full year versus the
amount in fines collected by the city. Mr. Morefield said he will ask Chief Jones to provide a report to
the full Council at the end of FY 14/15.

Alderman Schaefer made a motion, seconded by Alderman Condon to direct staff to forward the proposed
'`-- Fiscal Year 2014/15 budget as presented to the full City Council for consideration at the annual meeting
on Apri128, 2014.
