The Finance Committee met in the Aldermen's Conference Room.
Finance Committee Members present: Chairman Lieder. Aldermen Bolger
and Adams, Mayor Busse.
Others present: Aldermen Patterson and Locke, City Administrator
Peterson, City Clerk Gilpin, Account Clerk Susan Christensen,
Director of Building & Zoning Lobaito and Auditor Rick Sherman of
Sherman & Roach.
1. Auditor Sherman presented an overview of the 1991-92 Audit
Report. He highlighted serious areas of concern regarding low fund
balances in the General Fund, Water and Sewer Fund and Recreation
Funds.
2. Peterson reviewed the August Monthly Budget Report, detailing
concerns about General Fund, Water and Sewer Fund and Recreation low
fund balances and reduced revenue. Discussion was held on raising
the water and sewer rates due to the concerns outlined by Sherman
and Peterson.
COPM'IITTEE RECONIl�NDATION: Instruct Peterson to prepare a detailed
explanation of percentage increases in various expense categories of
the Water and Sewer Funds to �ustify the Committee's Recomendation
� that the Water Rates be raised by 25¢ from 75¢ to $1.00 per 1,000
gallons and the Sewer Rates be raised by 15¢ from $1.35 to $1.50 per
1,000 gallons. The matter will be presented to the Council at the
September 30 Regular Meeting.
3. Discussion was held on Building Permit Fee increases for
Commercial and Industrial Permits.
CON'Il�IITTEE RECONIMENDATION: Not to take action now but to consider the
matter for next year's budget.
4. Discussed setting up a short meeting with employee
representatives to format a procedure for employee health care
benefit discussions for next fiscal year.
COI�lITTEE RECONII�'fENDATION: To schedule a meeting with employee
representatives at 7:00 P.M. on September 30, 1992 for a short
informational meeting.
5. The agenda item to review the 1988 $2,700,000 Waterworks and
Sewerage Bond was deferred to another meeting.
Alderman Adams left the meeting at 9:50 P.M.
