Members Present: Chairman Locke, Aldermen Bolger.
� Others Pre�ent: City Administrator Peterson, City Clerk Gilpin, Chief
of Police J�yce, Mayor Cuda, Director of Parks and Recreation Merkel.
The meeting was called to order at 6:30 p.m.
Patrolman Vacancy
Chairman Locke indicated that filling the vacancy of patrolman should
wait until a patrolman could be trained in school. Since a training
vacancy will not occur until the Spring, he wanted to see the dollars
reserved for this hire. Alderman Bolger concurred in this.
School District 15 xental Fees
The Committee discussed McHenry School District 15's proposal for waiving
rental fees. After discussion, it was the recommendation of the
committee to not waive fees as proposed in the June 9, 1993 letter from

Superintendent Dodds. It was also part of the Committee's review that
recommendations from the Director of Parks & Recreation be implemented
including:
(1) City boundaries be used for establishing resident fees for
recreation programs;
(2) City will no longer coordinate scheduling of athletic use of School
Distrir_t facilities during summer months;
(3) Existi�ig rental fees will be applied to School District use
activities of city park properties;
(4) Park Department will no longer provide staff or materials to clean
or set up for programs in indoor facilities;
Employee Group Aealth Insurance
Regarding employee group health insurance, the Committee recommended that
Jim Relyea from Arthur J. Gallagher be contacted to appear before the

Finance Committee and discuss the pros and cons of sending a request for
proposal to prospective bidders for the City's group health insurance.

Cable TV
Chairman Lccke indicated he wanted to see a public meeting occur as
quickly as possible. Mayor Cuda agreed that he would try to call a
public meeting in August.
Dial-A-xide Service
Chairman Locke felt that consideration should be made for not
contributing to the Dial-A-Ride service, and see whether the private
sector may pick up the City portion of this cost. Chairman Locke asked
that this placed on a City Council agenda for additional discussion.
Sales Taz
City Administrator Peterson reported on year-to-date figures which show

a 3% increase over the same period last year. Chairman Locke asked the
Committee to consider sending letters to local legislators asking them to
ob�ect to making the income tax surcharge permanent if municipalities do
not receive their entire distribution.
Liquor License Fees
It was reported that Tom Sullivan of Sullivan Foods has ob3ected to the
liquor license fee increase. He feels that a small store should not pay
as much as a larger establishment. Mr. Sullivan felt there should be
some type of volume based fee structure. The Committee asked the staff
to look at the City's options for charging liquor license fees based on
volume.
There being no further business to come before the Committee, the meeting
was ad�ourned at 7:05 P.M.
