SEPTEMBER 22, 1993 6:30 P.M.
`- Members Present: Chairman Locke, Aldermen Bates and Bolger.
Others Present: Mayor Cuda, Alderman Baird, City Administrator Peterson,
Director of Public Works Batt.
The meeting was called to order at 7:30 P.M. Chairman Locke indicated
there would be a change in the order of the agenda. The first item would
be a review by the Administrator of the City's Budget.
BUDGET gEVIBW
City Administrator Peterson reported that for the most part, the City's
finances are following the pro�ections in the 1993-94 Budget. He
emphasized he is uncomfortable with the fund balances that have been
maintained in the General Fund and remain so. He also expressed some
concern about the fund balances maintained in the Water/Sewer Fund and
the Recreation Fund. Financial decisions made by the Council need to be
reviewed in these contexts. Mr. Peterson did report there would be an
approximate $100,000 windfall due to the State Legislature's renewal of
the income tax surcharge which was not expected.

The next item on the agenda were matters referred to the Finance
Committee from the Council from a discussion of storm sewer deficiency
� findings and implementation. After discussion, the Committee recommended
the following:
1) The employment of 10 part-time swnmer maintenance employees be
deferred and included as part of the 1994-95 budget discussions.
2) That the staff continue to work with City engineers to draft a
recommendation regarding the Willow and Donovan Street lift station
improvement, and that the Committee recommend construction of manholes by
City crews in the storm sewer that begins at the McHenry Junior High
School and Edgebrook Schools.

The Committee reviewed a request from Charles Reilly of the firm Reilly,
Graham, McAndrews, and Cunabaugh requesting an increase in their monthly
fee from $4,000 to $5,600. This request was prompted by a request from
the County State's Attorney to have the municipality take over
prosecution of all DUI's and summary suspension matters. This change
would require additional work on the part of the prosecuting attorney.
After reviewing budget expenses to date of $18,447.00 in light of the
$64,000 annual budget, the Committee recommended approval of Mr. Reilly's
request, and that this matter could be brought up in the future for
possible renegotiation.

Chairman Locke stated he saw some merit in registering businesses in the
City for the purpose of identifying contact people when there is a need
to make various notifications. He asked staff and the City attorney to
consider whether a fee, and what amount, could be charged for this
registration. Issues of how this registration program would be
administered were not discussed or agreed upon.

TAX CAP FOR SENIOx CITIZBNS
Chairman Locke asked the Committee to consider sending a letter to the
County asking them to consider taxing caps for senior citizen residents
of the County. The group reviewed recent legislation that had been
passed that allows for this to happen. Several concerns were expressed
by members of the Committee, including the shifting of any dollars capped
from senior citizens to the remaining members of the community. It was
agreed this matter would be considered by the Council.
CABLB T.V.
Administrator Peterson reported on service problems experienced as a
result of TCI installation of fiber optics cable and the construction
changes necessary for installing this continuous run. In the meeting
with TCI's General Manager, TCI committed to improved public contact and
information to address the concerns of residents.
REVIEW AUDIT LETTER
The Committee briefly reviewed the management letter prepared by the
City's auditor, Sherman & Roach. It was agreed the City should invite
Rick Sherman to present the findings contained in the management letter
� on October 25, 1993 at 7:30 P.M. , and also to review in detail with the
Finance Committee the budget for the year ended April 30, 1993.
There being no further business to come before the Committee, the meeting
was ad3ourned at 7:30 P.M.
