Others Present: Mayor Cuda, Alderman Baird, City Administrator Peterson, City Clerk Gilpin. Chairman Locke called the meeting to order at 6:30 P.M. He stated the purpose of the meeting was to discuss delinquent special assessment payments and the lack of sewer connections in McHenry Shores, as well as to follow up on previous discussions for staffing requests and potential funding sources for the 1994-95 Budget. If time permitted, the Committee would adjourn to executive session to consider employee wage and benefit requests for 1994-95. 1. Delinquent McHenry Shores Special Assessments and Failures to Connect to Sanitary Sewers Chairman Locke stated this issue was discussed last year by the Finance Committee and the City Council. He asked Administrator Peterson to report on the outcome of last year's discussion. Administrator Peterson stated staff recommended the delinquent McHenry Shores Special Assessments be collected through a judgment sale of property process as provided by law. Last year, letters were sent to property owners delinquent in their special assessment payments, however the Council did not authorize the filing of judgment proceedings. Since last year, the `- number of delinquent special assessment properties has decreased from 97 to 69 properties. Committee members questioned the statutory process for judgment. Administrator Peterson reported it was the opinion of Attorney McArdle the law was specific in that it directs judgment for unpaid special assessments. No provision is made for treating various levels of delinquency in any other manner. The Committee expressed concern over the possibility of hardship cases. It was reported a property owner would have two years from judgment and sale of the property for payment of the delinquent special assessments, during which time the property could be recovered. Recommendation: The Committee recommends sending a letter to all delinquent special assessment properties in the McHenry Shores area advising them of the City's intent to obtain judgment and an order to sell lands in order to satisfy their delinquent special assessment payments. This letter should include the date on which the City would file said judgment. Admini:�trator Peterson reported sixteen homes in McHenry Shores have failed to connect to the City sanitary sewers, creating the potential for health problems from their septic systems. It was reported these owners were notified in writing of the requirement to connect to City sanitary sewers by June, 1991. Subsequent letters informing them of their � failures to connect have been made. Recommendation: The Committee recommends hand delivering a letter to all properties required to connect to the City sanitary sewers in the McHenry Shores area. This letter should indieate a requirement to connect by June l, 1994, after which time staff would be instructed to issue a "Notice of Violation" ticket for each day the violation exists beyond June 1, 1994. Finance Committee Meeting February 16, 1994 Page 2 � 2. 199� 95 Personnel Repuests and Administrator Recommended Fundin� Sources The Administrator reviewed the written summary he prepared at the request of the Finance Committee (attached) , which listed all of the new staff positions requested by the various departments for the next fiscal year. This swnmary contains costs for the positions, as well as recommended funding sources, including: - Increasing building fees 50% across the board, or in a manner which would generate 50% in additional revenues estimated at $42,000; - Entering into negotiations to increase cable franchise fees to 5% (from 3%) for basic services and to 5% (from 1%) for all premium and other services, with estimated additional revenues of $32,000; - Increasing vehicle sticker fees 50% across the board for an additional estimated $43,000 in revenue; - Creating a new subdivision inspection review fee, with estimated revenues of $25,000 - $30,000, and, - Increasing water rates from $1.00/1,000 gallons to $1.10/gallons, � and sewer rates from $1.50/1,000 gallons to $1.60/1,00 gallons. Chairman Locke stated he was in agreement with all of the revenue fee increases proposed, except, he felt vehicle stickers for senior citizens (those over 65) should remain at $8.00. All other members of the Committee felt the increase should apply to all categories. Chairman Locke stated he wished to continue this discussion February 28, 1994 at 7:00 P.M. There being no further business to come before the Committee, the meeting was adjourned at 7:28 P.M.
