Administrator Peterson, Director of Parks and Recreation Merkel
Also in attendance were several city employees .
Alderman Lawson called the meeting to order at 7 :20 P.M.
He stated the purpose of the meeting was to discuss the incentive
performance review form. Lawson also noted that the committee
would open the floor to comments, however the committee would not
be responding to any questions or comments outside the scope of
the performance review form.
City Administrator Peterson noted that as the city had begun
negotiating with the Public Works Department and would soon be in
negotiations with the Police Department, many personnel issues
could no longer be discussed legally. In response to an inquiry
Peterson noted that different standards and regulations could be
�. in effect for different employee groups .
INCENTIVE PERFORMANCE REVIEW FORM REVIEW
SECTION ONE
Lawson explained that a minimum of two supervisory persons would
be involved in the evaluation process . At a minimum, one
supervisory person would do the review and a second would review
the results .
SECTION TWO
Lawson noted that the Police Department would most likely
continue to use it' s current evaluation form.
Further discussion followed regarding the development of the
evaluation form and creating objectives . The committee members
noted that supervisory personnel would be receiving training in
the "how tos" of evaluating employees and goal setting.
Lawson also stated that this would be a time consuming effort and
would be closely supervised by the City Administrator and the
Council .

SECTION 7'HREE
Some discussion continued regarding the evaluation form' s
creation. City Administrator Peterson noted that the form
followed the City' s Personnel Policy Manual and incorporates the
best portions of several evaluation forms .
SECTION SIX
In response to several queries Lawson stated that the dollar
amounts involved in the incentive pay program had yet to be
determined by the full council .
A lengthy discussion followed regarding the loss of longevity and
the committee' s commitment to the incentive pay program for a
minimum of one year. The committee agreed to a reevaluation of
the incentive pay program as well as the evaluation instrument
with input from the employees after one full year of the
program' s implementation.
Some concerns stated by the employees at this time included the
difficulty of determining a specific dollar amount to an
employee' s performance and the lack of input from the employees
�. regarding this program as well as other benefits .
The meeting was adjourned at 8 : 17P.M.
