September 26, 1995
Members Present : Chairman Lawson, Greg Bates, Bill Baird
Others Present : Mayor Cuda, City Clerk Althoff, City
Administrator Peterson, Alderman Locke
Alderman Lawson called the meeting to order at 7 : 03 P.M. �
Motion by Baird, seconded by Lawson, to go into Executive Session
at 7 : 04 P.M. to discuss Personnel .
Voting Aye : Lawson, Baird
Voting Nay: None
Absent : None
Motion carried.
PERSONNEL--Chairman Lawson stated that the purpose of tonight' s
meeting was to finalize the Pay For Performance or the Incentive
Pay Program. Lawson noted the addition of line items
"Quantity of Work" and "Works Independently"
� to the evaluation form.

Discussion followed as to the review �rocess and designation of
supervisory personnel responsible for the review.
Alderman Bates arrived at 7 : 15 P.M.
It was noted that in most instances the Departmentr.Head would be
responsible for the initial review and the City Administrator
would then with the Department Head evaluate the review. In the
Public Works Department this review process may have an
additional first step with the immediate supervisor, foreman
and/or superintendent handling the initial review, with the
evaluation being done by Department Head and City Administrator.
Discussion then ensued regarding the amount of dollars to be
available in the incentive "pool" for each Department and whether
to include Department Head salaries in the pools . It was
suggested a % of the salary amounts for each department be set
� and then a dollar amount can be suggested for the "incentive
raise . " Department Head salaries should not be included in the
pool . +
The Mayor and City Council will be responsible for evaluating and '
reviewing the Department Heads' performance as welJ� as the City
� Administrator' s performance. The City Administrator would also
be required to provide written recommendations on each of the

Department. Heads .
City Admir�istrator Peterson stated the importance of setting
goals and setting clear objectives . A lengthy discussion
followed.
The committee recommended the addition of another Section on the
evaluation form to include years of employment and promotions .
It was determined to create a new Section Six and change the
current Section Six to Seven.
The question was raised as to whether the incentive pay becomes
part of arl employees base salary or whether it will be treated
similarly to a yearly bonus . It was the committee' s consensus
that the incentive pay was to be treated as a bonus and not as a
continuing portion of the employee' s base salary.
Discussion continued regarding the current status and planned
elimination of longevity. Several suggestions and
recommendations were presented for consideration including
-rolling longevity into the base salary of all those
employees currently receiving longevity
�. -creating a two-tiered system; allowing longevity for all
current employees but eliminating longevity for any newly
hired employees.
The discussion continued noting the possible effect (s) of current
Public Works union negotiations on the longevity issue. City
Administrator Peterson explained that according to our current
Personnel Policy Manual longevity no longer exists and this
existing policy can not be changed for all employees involved in
the union negotiations, however all other employees, not under
contract, can be affected unilaterally.
Chairman Alderman Lawson suggested all current recipients of
longevity receive or_e-half of tr.eir current percentage as a
portion of their base salary. This "phase-out" could be
presented in a well thought out written memo with the reminder
that last years CPI raise included an additional lo in an attempt
to accommodate the loss of longevity.
City Administrator Peterson recapped each alderman' s position
regarding the incentive pay pool and individual employee caps .

Alderman Bates- 2 . 0% pool of each departments total salary base
with a 4% cap on individual incentive payouts.
Alderman Lawson stated the committee would make the 2 . 5% pool
recommendation with a 6o cap to the full council at the regularly
scheduled October 4th council meeting.
Motion by Baird, seconded by Bates to go back into Open Session
at 10 : 30 F.M.

Voting Nay: None
Absent : None
Motion carried.
The meeting was adjourned at 10 :31 P.M.
