Motion by Baird, seconded by Lawson, to go into Executive Session at 7 : 14 P.M. to discuss Personnel . Voting Aye : Lawson, Bates, Baird Voting Nay: None Absent : None Motion carried. PERSONNEL--Chairman Lawson opened the Executive Session stating that the purpose of this evenings meeting was to conclude the discussion on the proposed merit pay program. Two options for creating the incentive dollar "pool" were discussed -creating a 2 . 5% pool of department salaries with a 50 individual employee cap AND � -creating a 2 . Oo pool of total department salaries with a 4a individual employee cap. Department Head salaries would be excluded from the department totals . Some discussion ensued regarding the possible effect of the current Public Works union negotiations on the implementation of this incentive program. It was the committee' s consensus to recommend to full council the implementation of an incentive pay program with a 2 . 0% pool of department salary monies with an individual employee cap of 40 . Discussion then focused on the evaluation' s time frame . The Committee agreed that for this fiscal period the evaluation time frame should be as follows : Initial Review Dec . l, 1995 Final Review April l, 1996 For the fiscal year 1997-98 the evaluation time frame will be : Initial Review April, 1996 Final Review Feb, 1997 Thereafter all evaluation time frames shall run from February lst \... through January 31st . Finance Committee Minutes October �� , 1995 `- Page Two Discussion then focused on the payment method; should the incentive pay be made in one lump payment or should it be spread throughout the year on each pay period. It was the committee' s consensus to allow the employees to make their own determination on how they' d like to receive their payment, but to limit the choice to these options . It was also noted that the incentive pay was to be considered a "bonus" not to become a permanent portion of the employee' s base salary. Incentive pay will also be made in a dollar amount not a percentage of the employee' s salary although the maximum amount allowable is limited to 4% of the employee' s salary. Final action was taken in open sesssion. Some discl�ssion then occurred regarding a complaint received regarding a police officer. Alderman Bates was provided an explanatic�n and directed to Lt .
