Voting Aye: Bates, Baird, Lawson Voting Nay: None Absent: None Motion carried. Chairman Lawson stated the purpose of this evening's meeting was to continue discussion on the 1996-97 proposed budget, specifically Personnel issues. Lawson noted that if time allowed the committee could also begin addressing the Employee Wage and Benefit Requests. ADMINISTRATION City Clerk Althoff stated the need to return payroll and personnel duties to the Administrative offices. The trial intergovernmental agreement with the City of Woodstock was cost prohibitive and ineffective. It was the consensus of the committee to reinstate the position of Personnel Clerk at a Grade 5 step. City Clerk Althoff reminded council of full staff's recommendation to place one fulltime receptionist from General Administration in Building and Zoning/Public Works and move the budgeted part time "�... receptionist position from Building and Zoning/Public Works to General Administration. The part- time receptionist position would be a job-share situation eliminating the need for benefits. It was the consensus of the committee to budget 515,000 for this part time receptionist position. Discussion followed regarding budgeting for a finance director, planning coordinator and/or an administrative assistant. It was the consensus of the committee to budget 550,000 for an undefined management position. The determination of which entity to hire can be made with new city administrator Dennis Jordan's input at a later date. Reclassification of Senior Clerk Christensen was presented tor discussion. Clerk Althoff noted Ms. Christensen has been a city employee for sixteen years at the same grade level yet her duties and responsibilities have been significantly increased. It was the consensus of the committee to raise Senior Clerk Christensen to the next Grade level, seven, effective May 1, 1996. Due to the lateness of the hour, Chairman Lawson suggested the remaining issues be discussed at the Wednesday night, April 10th, regularly scheduled council meeting which has been reserved as a workshop meeting on the 1996-97 budget. The committee concurred. Motion by Bates, seconded by Lawson, to go back into Open Session at 9:28 P.M. Voting Aye: Bates, Baird, Lawson Voting Nay: None Absent: None Motion carried. �" David Lawson
