HomeMy WebLinkAboutMinutes - 9/17/1996 - Finance and Personnel Committee � FINANCE COMMITTEE MINUTES September 17, 1996 Members Present: Chairman Lawson, Terry Locke and Bill Baird Others Present: Mayor Cuda, City Clerk Althoff, City Administrator Jordan, Alderman Greg Bates, Chief of Police Joyce, Director of Public Works Batt Alderman Lawson called the meeting to order at 7:12 P.M. CAPITAL DEVELOPMENT AND HOOKUP FEES A chart listing the current residential capital development and hookup fees from surrounding municipalities was distributed. Director of Public Works Batt reviewed how the City of McHenry had determined their capital development fees. He noted the construction costs of the current wastewater treatment plant were divided by the number of gallons treated per day. This number was then applied to the � Naperville school formula to determine the fair share cost per household. He noted commercial fees are determined by water meter size. The last increase in capital development and hookup fees was approved in 1994. Some discussion followed regarding increasing the capital development fees on a yearly basis by the Consumer Price Index or possibly the Construction Index. Alderman Locke requested both the residental and commercial capital development fees be reviewed for potential increase. Locke also request Director of Public Works Batt provide a comparison chart of commercial capital development and hookup fees for surrounding municipalities. The committee recommended further discussion on the capital development fees to consider making a fee adjustment for existing homes who are not yet provided these city services and the desirability of rolling the connection charges into the capital development fees. Alderman Locke also noted the potential for charging a higher capital development fee for multi-family housing as a means of promoting single family home development. Director of Public Works Batt stated capital development fees can be used for other , types of construction, not just elevated water tanks, wells and wastewater treatment plants. Chairman Alderman Lawson suggested further discussion take place at the next finance committee meeting in October. � Finance Committee Meeting � September 17, 1996 Page Two 1997-98 PRELIMINARY BUDGET SCHEDULE Chairman Alderman Lawson distributed a tentative 1997-98 budget schedule for committee review. He noted this year's schedule mirrored, for the most part, last year's dates. He asked for City Administrator and committee input. City Administrator Jordan noted he'd like the 1997-98 budget to be more goal oriented and he'd like to lessen the gap between the budget and appropriation ordinance figures. Jordan also recommended making the Parks and Recreation Department part of the General Fund as oppose to an Enterprise Fund. Chairman Alderman Lawson also noted the need and desirability of additional interaction between the committee and department heads during this lengthy process in order to set realistic priorities and determine project feasibility. Some discussion ensued. It was the consensus of council to use the regularly scheduled October and November council workshop meetings to determine council criteria and prioritize projects. The committee directed staff to prepare a list of the 1996-97 budgeted projects for the October workshop meeting. `., Director of Public Works Baatt reminded the committee of the Public Works committee meeting on Wednesday, September 25th. He informed the committee recommendations would be made for the 1997-98 Street and Sidewalk Programs. A list of all streets which were included in the 1993-94 and 1994-95 programs, but were not completed, will be provided. Committee recommendations for the 1997-98 program will be sought. Mayor Cuda noted he'd like to see sidewalks along Millstream Avenue. Director of Public Works Batt was excused at 7:57 P.M. ELECTED OFFICIAL SALARIES Finance Chairman Alderman Lawson noted state statute requires any change to an elected official's salary must be done six months prior to the date the elected official takes office. Some discussion followed regarding an increase to the Mayoral salary as well as payment to the aldermen for committee meeting attendance. An amount of S25/meeting was suggested for committee meetings. In response to committee inquiry, Mayor Cuda noted he attended numerous meetings at both the County and City levels. An amount of $12,000/year was suggested for the Mayoral salary. City Clerk Althoff recommended setting the Collector's salary to remain the same �. throughout the term of office as is the case with all other elected official salaries. Finance Committee Meeting �, Page Three September 17, 1996 Some discussion followed regarding changing the scope of the Clerk/Collector position. Motion by Baird, seconded by Lawson to recommend to the full council an increase in the Mayoral salary from 59,000/year to 512,000/year to be effective at the beginning of the 1997 fiscal year. Voting Aye: Baird, Lawson Voting Nay: Locke Absent: None Motion carried. Motion by Lawson to pay the aldermen $25/committee meeting with a maximum of 12 committee meetings per year per alderman. � The motion dies for lack of a second. BONDING PROCEDURE City Clerk Althoff distributed Harold Warren's letter of September 16, 1996 which included a March 13, 1996 proposal for his consulting services. Clerk Althoff requested the committee provide direction regarding the bonding procedure. She noted an approximate preparation time of 45-days, before the bond issue could be offered for sale. Clerk Althoff also requested the committee make a recommendation regarding Mr. Warren's proposal. The committee directed staff to place Mr. Warren's proposal on the next regularly scheduled council meeting agenda for consideration. Further information regarding the bonding process can be addresssed at this time. Motion by Baird, seconded by Locke, to go into Executive Session at 8:50 pm. to discuss PERSONNEL.
