HomeMy WebLinkAboutMinutes - 11/13/1996 - Finance and Personnel Committee � FINANCE COMMITTEE MINUTES November 13, 1996 Members Present: Chairman Lawson, Terry Locke and Bill Baird Others Present: City Clerk Althoff, City Administrator Jordan, Director of Building and Zoning Lobaito, Director of Public Works Batt and Jerry Davenport of The Davenport Group. Alderman Bill Bolger arrived at 7:14 P.M. Chairman Alderman Lawson called the meeting to order at 6:09 P.M. GIS DEMONSTRATION City Administrator Jordan introduced Jerry Davenport of The Davenport Group. Mr. Davenport was in attendance to demonstrate a GIS (Geographic Information System) program. GIS is an integrated collection of databases which can be �- viewed geographically on a computer. Mr. Davenport distributed some written information on his GIS software program and gave a 55 minute demonstration. Council directed Mr. Davenport to present a written cost proposal for a startup phase including base map creation, zoning and support services. LAKELAND PARK SEWERS Director of Public Works Batt explained that the bids for phase I of the Lakeland Park drainage improvements were opened on October 29, 1996. The lowest bid received was 5104,242.00 and council authorized a not to exceed amount of $80,000 at it's July 24, 1996 meeting. Director Batt stated he was seeking a recommendation from the Finance Committee to reduce the scope of phase I or to request council's approval to increase the authorized expenditure amount to 5104,242.00. City Administrator Jordan distributed a memo from Mayor Cuda stating his support to increase the authorized expenditure amount and complete phase I as presented. Some discussion regarding how Phase I would be reduced as well as the feasibility of rebidding the project followed. Director Batt noted pipe segments between A and inlet 4 as well as between inlets 9 and 12 could be deleted. The estimated project cost would then be 587,000. Motion by Baird, seconded by Locke, to recommend an increase by $24,242.00 in �- the authorized expenditure for phase I of the Lakeland Park drainage project to full Finance Committee Minutes � November 13, 1996 Page Two council and to reduce the proposed 1997-98 budget amount of S 150,000 for phase II of the Lakeland Park drainage project by 524,242.00 Voting Aye: Baird, Lawson, Locke Voting Nay: None Absent: None Motion carried. INDUSTRIAL DRIVE Director of Public Works Batt reported that the engineer's cost estimate for the straightening of Industrial Drive was 5300,000 plus 530,000 of engineering costs. After a consultation with Smith Engineering the cost estimate was pared down by $70,000 to a total cost of 5260,000 including the $30,000 engineering costs. Director Batt noted the 1996-97 budget reflects S 150,000 for this project. In response to Alderman Locke's inquiry the project was pared down when the pavement thickness was reduced and the existing overlay on Industrial Drive was L- deleted. Some discussion followed. City Administrator Jordan noted this project will be submitted for consideration for the Community Development Block Grant in December under the Economic Development catagory. Motion by Baird, seconded by Locke, to make no recommendation and place this issue on the next regularly scheduled council meeting, November 20, 1996, agenda. Voting Aye: Baird, Lawson, Locke Voting Nay: None Absent: None Motion carried. The Committee expressed concern with the continuing need to revise budget items and reprioritize projects. City Administrator Jordan noted one additional item, for Executive Session, remained, however as time did not allow for further discussion he requested the committee allow it's discussion during Executive Session during the regularly `-- scheduled council meeting this evening, November 13, 1996.
