FINANCE COMMITTEE RECOMMENDATIONS
-to increase the corporate attorney fees from $75/hour to
$85/hour for a period of two years .
-to reclassify Junior Clerk L. Martensen from Grade 2 to
Grade 3 . . .an $830 increase
-to award Payroll Account Clerk R. Rushing a special
recognition award of $1000 for computer care
-a CPI increase or percentage raise, whichever is lower, for
permanent part-timers Anne Kranz [Administration] and Patti
Lunkenheimer [Parks & Recreation]
-to return to the 5 step salary matrix for the three
noncontracted employees hired prior to May of 1995
-permit compensatory time/up to 24 hours
-permit one day funeral leave for immediate family "in-laws"

-increase all Department Head salaries by 40

EMPLOYEE REaUESTS BY DEPARTMENTS
Several requests were received by individual departments including:
-adjustment of the vacation schedule allowing 3 weeks of vacation after five years of
service
-grandfathering employees hired prior to May of 1995 under the pre-1995 salary matrix
salary matrix
-compensatory time for non-contracted employees as per the employee union contracts
-additional 1/2 day holiday [Good Friday, full day]
-include dry cleaning charges in clothing allowance
-5% s��lary increase
-overtirne pay for the Police Sergeants
-9% increase for the Police Lieutenants
-an adciitional Personal Day
-unlimited banking of sick days with reimbursement for 1/2 at retirement
City Clerk Althoff distributed a listing of additional benefits granted contracted employees, but not
noncontracted employees including the following:
-compensatory time/up to 24 hours for 2 days of overtime
-funeral leave/allows 1 day absence for "in-laws"
-elimination of 10-step salary matrix and return to pre-1995 matrix
for all employees hired prior to May of 1995.
� A lengthy discussion followed. It was the consensus of the Finance Committee to recommend to
the full council the following:
-retain the current vacation schedule
-allow compensatory time and funeral leave as per union contract
City Clerk Althoff was directed to provide the cost to the City of McHenry if the affected three city
employees were allowed to be grandfathered under the pre-1995 salary matrix and to provide salary
comparables for the positions of Police Sargeants, Lieutenants, and Chiefs. The committee
instructed Althoff to use McHenry County municipalities.
REQUEST FOR ADDITIONAL PERSONNEL/PARK AND RECREATION DEPARTMENT
Finance Chairman Alderman Lawson drew the committee's attention to Director of Parks and
Recreation Director Merkel's request for additional personnel, specifically a Recreation Supervisor.
Some discussion followed regarding the continuing increase in recreational programs and lack of
park maintenance. It was suggested Rich Stull be promoted to Superintendent of Parks and be
responsible for the parks maintenance. It was the consensus of the committee not to recommend
the hiring of an additional Parks and Recreation Department person.
Discussion ensued regarding the current status of Thomas Schmidt, City Forester. Director Merkel
is requesting a reclassification of this position to exempt, Grade 10, Step 8. City Clerk Althoff
provided the committee with a brief recap of the history of this position. It was the consensus of
the committee to leave this position as is with no reclassification.

DEPARTMENT HEAD REVIEWS
Finance Chairman Alderman Lawson noted Director of Parks and Recreation Merkel is requesting an
additional 2.5"/o increase in his 1997-98 salary. Some discussion followed regarding Director
Merkel's job performance. City Clerk Althoff was directed to provide the committee with the salary
increases for all Department Heads from 1993-94 forward.
It was the direction of the committee to provide an updated budget statement including a 3.5%
salary increase for all nonunion employees and to continue the discussion of Department Head
Salaries at the next Finance Meeting scheduled for Monday, April 14th.
Motion by Baird, seconded by Lawson to go back into Open Session at 9:40 P.M.
