PERSONNEL---Finance Chairman Alderman Lawson distributed a written request from City Attorney
McArdle for ar increase in his hourly rate from the current 575/hour to S95/hour for all corporate
work. City Clerk Althoff noted this hourly rate has not been increased by the City of McHenry since
1991. Mayor Cuda stated Attorney McArdle's letter offered to freeze the increase for the next four
years. Some discussion followed.
Motion by Baird, seconded by Lawson, to recommend to full council the increase in corporate
attorney fees from S75/hour to S95/hour for all corporate work done by the City Attorney
appointed by Mayor Cuda throughout his term of office from May 1, 1997 through April 30, 2001.
INDIVIDUAL EMPLOYEE REQUESTS

Chairman Alderman Lawson noted several individual employee requests had been submitted,
specifically:
-A reclassification in grade by Junior Clerk Lynn Martensen
-An increase in salary in exchange for exempt status by Deputy Clerk, Kathi Kunzer
-A reclassification in grade by Accounts Payable Clerk Rhonda Rushing and
-An increase in hourly rate for permanent part-time employees, Anne Kranz and Patricia
Lunkenheimer
A lengthy discussion followed. It was noted Junior Clerk Martensen has undertaken numerous
additional duties with the reduction in fulltime staff from 1996. Deputy Clerk Kunzer has, at the
initiation of Director of Building and Zoning and City Clerk Althoff, offered to be responsible for all
the minute taking at the Zoning Board of Appeals and Plan Commission meetings and in exchange
for an exempt status and reduction in overtime salary costs she is requesting an 8% raise.
Accounts Payable Clerk Rushing has been maintaining and upgrading the new computer equipment
installed in 1993 and is requesting a two grade reclassification to Grade 7. Permanent part-timers,
Anne Kranz and Patricia Lunkenheimer are requesting a cost-of-living increase as their hourly salary
rate was frozen at 513.50/hour. The discussion continued.
It was the consensus of the Finance Committee to recommend the following changes to the full
council:
-a reclassification for Junior Clerk Martensen from Grade 2 to Grade 3/Clerk Status
-a special recognition award of 51000 to Accounts Payable Clerk Rushing
-a CPI or percentage raise, whichever is lower, for permanent part-timers, Anne Kranz and
Patricia Lunkenheimer
It was noted the current CPI is 2.7%.
