David M.Welter During the past ten years, our Personnel Policy Manual has not kept pace with
Aldermen the changes in the laws affecting personnel matters. Amendments have been �
made to the policy over the years that resulted in conflicts with other sections
wa,xD 1 of the manual. Likewise, procedures outlined in the policy are outdated and

no longer effective.
