Members Present: Chairman Murgatroyd, Bill Baird, Frank McClatchey
Others Present: City Administrator Lobaito, City Clerk Althoff, Alderman Glab,
Chief of Police Joyce. Director of Public Works Batt arrived at 7:00 p.m.
Finance Chairman Alderman Murgatroyd opened the meeting at 6:40 P.M. stating
the purpose of this evening's meeting was to initiate discussion regarding the City
of McHenry's Personnel Policy update and review.
City Administrator Lobaito informed the committee review of the city's current
policy had been originally initiated in 1995 with then City Administrator Peterson.
Union negotiations as well as internal personnel changes postponed the review
until now. The policy is currently ten years old and needs to be updated.
Language clarification as well as terminology which correlates more closely with
contractual language needs to be added. Language ambiguities also need to be
resolved.
�. City Administrator Lobaito also noted the city's law firm of Zukowski, Rogers,
Flood and McArdle have reviewed the current personnel policy and have submitted
recommendations for council review. Some discussion followed. In response to
Alderman Baird's inquiry, City Administrator Lobaito stated the personnel policy
can and does impact contractual employees under certain circumstances.
Director of Public Works Batt arrived at 7:00 p.m.
Some discussion followed regarding potential time constraints with regard to
pending budget discussions. Chairman Murgatroyd acknowledged the potential
constraints yet felt individual committeeman could review the document and
submit concerns, questions and recommendations to the City Administrator.
It was the concensus of council to proceed in the stated manner.
Alderman McClatchey requested a status update on the Early Retirement Incentive
Program offered by IMRF. City Administrator informed the committee staff had
submitted numbers and appropriate information to IMRF for review and cost
analysis.

In response to Alderman McClatchey's inquiry City Administrator explained
the debt service amount of $3.00/month reflected on the city's water and sewer
bills is required because of federal grant monies obtained to construct the South
Wastewater Treatment facility. A revenue formula was developed and compliance
is mandatory.
City Administrator Lobaito noted the existing 1993 series water/sewer bonds will
be paid in full in the year 2006.
Motion by Baird, seconded by McClatchey to adjourn the meeting.
The meeting was adjourned at 7:15 p.m.
