HomeMy WebLinkAboutMinutes - 10/15/1998 - Finance and Personnel Committee � FINANCE COMMITTEE MINUTES October 15, 1998 Members Present: Chairman Alderman Murgatroyd, Alderman McClatchey, Alderman Baird arrived 7:01 p.m. Others Present: City Administrator Lobaito, City Clerk Althoff, Alderman Bolger, Alderman Glab Finance Chairperson Alderman Murgatroyd opened the meeting at 6:50 p.m. He stated the purpose of this evening's committee meeting was to continue the discussions begun at the October 7th Committee Meeting regarding Personnel issues, specifically the job description for the Administrative Services Director. ADMINISTRATIVE SERVICES DIRECTOR JOB DESCRIPTION City Administrator Lobaito presented the proposed job description for committee � review. He stated the position was a Department Head level position but staff would not be adding an additional Department Head position. City Administrator Lobaito noted the job description had been refined somewhat in light of the recent administrative vacancies, specifically Principal Account Clerk Susan Christensen. The job description now includes specific financial responsibilities and duties. He also noted he was recommending a change in the Job Classification from a Grade 1 1 to Grade 13. Some discussion followed. In response to Alderman Bolger's inquiry, City Administrator Lobaito noted the title and job responsibilities have been patterned after the City of Woodstock. The responsibilities of the position would also be to assist the City Administrator with special projects, personnel, and to be the designated individual in charge in the absence of the City Administrator. Further discussion followed regarding the reorganization of the general office staff and organizational chart. Alderman Bolger recommended the title of Assistant Administrator for the position as opposed to Administrative Services Director. Discussion continued. In response to Mayor Cuda's inquiry regarding a realistic estimated start date for this position, City Administrator Lobaito stated he anticipated filling the position no later than the beginning of the calendar year 1999. � Finance Committee Meeting Minutes � October 14, 1998 Page Two Alderman Murgatroyd noted with the addition of this position council might consider eliminating the City Collector's position by the next election. Mayor Cuda recommended evaluating this possibility over the next two years. Alderman Baird arrived at 7:01 p.m. A lengthy discussion ensued regarding the current organization of the general office staff and how the addition of this new position would affect the current office structure. It was the consensus of the committee to proceed with the advertisement and candidate selection process for this position and postpone any organizational changes until further council discussion and consideration can occur. Some discussion followed regarding the change in the Job classification change from Grade 1 1 to Grade 13. It was the consensus of the committee to recommend to full council the increase from Grade 1 1 to Grade 13 for this position. Motion by Baird, seconded by McClatchey to recommend to full council the approval of the proposed job description as presented at a Grade 13 Job � Classification and to authorize staff to advertise for the position immediately. Lobaito, City ministrator FOR: October 14, 1998 Fi anc Committee Meeting RE: Personnel At the last Finance Committee Meeting, the job description for the Administrative Services Director was not discussed due to time constraints. Enclosed are the same materials that were distributed previously. As noted earlier, the wage grade previously approved for the Assistant Administrator was Grade 1 1 . It was anticipated that the same pay grade would be used for the Administrative Services Director. Upon review of the salary ranges, it is recommended the job classification be moved to Grade 13. �.- mmg Attach. �
