HomeMy WebLinkAboutMinutes - 10/6/1999 - Finance and Personnel Committee FINANCE COMMITTEE MEETING ~'"� October 6, 1999 Committee Members Present: Baird, McClatchey, Murgatroyd Others in Attendance: Mayor Cuda, City Clerk Althoff, City Administrator Lobaito, Assistant Administrator Maxeiner, Alderman Glab, Chief Kostecki, MeHenry High School District#156 Finance Director Michael Kelly, McHenry High School District #156 Finance Chairperson Board Member William Busse and McHenry High School District#156 Board Member David Lawson. Finance Cha.irperson Alderman Murgatroyd called the meeting to order at 6:35 p.m. He stated the purpose of this evening's meeting was to discuss the 1999-2000 Police Liaison Agreement between the City of McHenry and McHenry High Schaol District #156. Chairperson Murgatroyd explained as per committee direction staff drafted a letter to McHenry High School District #156 Superintendent Swartzloff regarding potential revisions to the police liaison agreement. High School District #156 Finance Committee responded opining changes to the current agi-eement were unwarranted and requesting a joint meeting to finalize contract negotiations. � Chairperson Alderman Murgatroyd requested District 156 representatives justify their participation formula in which a 60% school allocation figure was calculated. Finance Chairperson School Board Member Busse explained the total number of work hours for the calendar year was divided by the total number of work hours for the school year which equaled 60%. A lengthy discussion then ensued regarding police liaison programs and reimbursement policies. It was the consensus of all in attendance no prograrn implementation stan.dard existed. School Board Member and former City of McHenry Alderman, David Lawson provided a recap of the McHenry Police Liaison Program's inception and the concurrent cast-share calculation. He stated the cost-share methodology currently in place was an agreed upon compromise by both parties in an effort to avoid future contract renegotiations. School Board Finance Chairperson Busse also noted District 156's current budget, approved last month, reflects the previously agreed to oontract figure. It would be difficult to accommodate a $20,000 increase. Chief Kosteclfl explained the police department's limitations in utilizing the liaison officer internuttently. He noted scheduling dif'ficulties and time constraints due to accammodations for vacation, personal time, and training. Although he agreed the liaison off"icer could, during school scheduled holidays, work on school related investigations and lesson plans, the liaison officer in general was not a viable asset to the department on those days. � Finance Committee Minutes � October 6, 1999 Page T�vo Some discussion followed regarding the COPS in School grant award received by the City of McHenry for the 2000-2001 school year. Chief Kostecki noted the grant would permit the hiring of two additional officers by the City of McHenry. One of these officers would be designated as an additional High School liaison officer and one would be designated as the Elementary School liaison officer. Chairperson Alderman Murgatroyd suggested a new cost formula be reviewed and developed for the 2000-2001 school year, however he opined langua�e permitting the liaison officer time during the school year to attend police department training must be included in the new agreement. Alderman Baird also noted,as the police department expands;council might consider assigning an additional officer to provide coverage when the li.aison officer attends training sessions. Mayor Cuda recommended the committee address the new cost-formula for the 2000-2001 school year as soon as possible. In response to District 156 Finance Committee Chairperson Busse's inquiry regarding the District's obligation as a party to the COPS in School grant, Chief Kostecki explained the district must agree to continue the prograxn once grant funds are e�austed. In addition the designated school supervisor and liaisan �„ officers must attend a one-week training course. Chief Kostecki noted all expenses associated with the required training are fully reimbursable as per grant specifications. Some discussion followed regarding the experience level of the designated police liaison officer. It was the consensus of both High School District 156 representatives and City of McHenry Finance Committee members the High School liaison officer be an experienced officer, not a newly hired first year officer. Further discussion ensued regarding a pro-rata shaxe of the officer's police department training time. It was the consensus of the High School District 156 representatives and the City of McHenry Finance Committee members the liaison of�icer's training time is an acceptable condition of the contractual agreement as stated and no financial adjustments need be addressed. High School District Finance Chairperson Busse requested the striking of the last sentence of Section IV, paragraph G on page Four of the High School Lia�isvn Agreement addressing utilization of benefit time proportionate to the liaison officer's school assignment time. The City of McHenry Finance Committee agreed to the removal. Sc�rne discussion followed regarding the intent of Section N, paragraph E of the High School Liaison Agreement rela.ting to overtime. � Finance C ommittee Minutes � October 6, 1999 Page Three It was the consensus of the High School District Representatives and the City of McHenry Finance Committee to continue discussion regarding the inclusion of language in the 2000-01 liaison agreement clarifyin� the use of benefit time proportionate to the liaison of�'icer's school assignment schedule including a not to exceed number. Motion by Baird, seconded by McClatchey to adjourn the meeting at 7:27 p.m. Voting Aye: Baird, McClatchey, Murgatroyd Voting Nay: None Absent: None Motion carried.
