FINANCE AND PERSONNEL COMMITTEE
L-- EXECUTIVE SESSION
MINUTES
May 10, 2000
Motion by McClatchey, seconded by Murgatroyd to go into Executive Session to
discuss Personnel at 8:50 p.m.
Voting Aye: McClatchey, Murgatroyd
Voting Nay: None
Absent: Baird
Motion carried.
Executive Session was convened with the following individuals present: , .
City Clerk Althoff, City Administrator Lobaito, Assistant City Administrator
Maxenier, Mayor Cuda, Alderman Glab, Alderman Bolger, Chief of Police
Kostecki, and Director of Public Works Batt
Chairperson Alderman Murgatroyd stated the purpose of Executive Session was
to discuss wage increases for noncontracted employees as well as recommended
salary adjustments and grade changes for specific employees.
�POLICE DEPARTMENT
Chief of Police Kostecki informed the committee the City of McHenry's
supervisory salary ranges do not compare favorably with area municipalities of
similar size. He suggested the non-union police supervisory salary matrix be .
amended and submitted a proposal for committee consideration. A lengthy
discussion ensued. It was the consensus of the committee to defer any and all
salary matrix and/or job grade reclassifications to a future time.
In addition, Chief of Police Kostecki recommended the committee consider
passing an ordinance creating two Deputy Chief of Police positions to be
appointed by the Chief of Police. The Deputy Chief position would replace that
of Lieutenant. He proposed the two employees currently holding the rank of
Lieutenant be selected for the Deputy Chief position until their retirement. The .
Chief of Police could then appoint their replacement in accordance with the new
ordinance. In response to committee inquiry Chief of Police Kostecki
responded the proposed change would allow the Chief of Police to select Deputy
Chiefs from the entire department's police officer personnel. This new
procedure will encourage department personnel to continue their professional
growth, keeping abreast of changes in the field and law enforcement profession.
A lengthy discussion ensued. Chairperson Alderman Murgatroyd suggested
this issue be brought forward as a regularly scheduled council meeting agenda

PUBLIC WORKS DEPARTMENT
Director of Public Works Batt informed the committee both he and Streets
Superintendent Stahl were requesting the committee consider reclassification of
the Public Works Junior Clerk's position, currently at a Grade Two, to a Senior
Clerk, Grade Five position. Some discussion followed. It was the consensus of
the committee to cielay consideration of any Grade reclassification requests at
this time. The entire salary matrix and grade classification should be evaluated
comprehensively.
Director Batt also expressed concern with the apparent wage discrepancy _ .
between unionized line personnel and supervisory positions. Director Batt
noted line/unionized Public Works employees received a 10% raise over the
past two years while the noncontracted employees will receive only an 8% raise. ,.
Director Batt noted long-term unionized employees with average overtime hours
are grossing more money than their noncontracted supervisors. Some
discussion followed. It was the consensus of the committee to review the salary
matrix on a comprehensive level at some future date, perhaps late summer or
early fall.

Alderman Bolger left the meeting at 9:25 p.m.
Some discussion followed regarding the cost of living raise for noncontracted
employees. Staff noted the cost of living percentage was 2.6%. It was the .
consensus of the committee to recommend to full council a 4% overall cost of
living raise for all noncontracted employees.
City Clerk Althoff requested committee consideration of an additional .5 step
increase for Utility Billing Clerk Letitia Gurrie. She enumerated the
achievements of this individual for committee recommendation. It was the
consensus of the committee to grant Utility Billing Clerk, Letitia Gurrie an
additional .S step for the 2000-2001 budget year.
Final action was taken in Open Session.
Motion by McClatchey, seconded by Murgatroyd to go back into Open Session
at 9:40 p.m.

Motion carried.
The committee went back into Open Session at 9:40 p.m.
