`-- In Attendance: Committee Members: Alderman Bolger, Alderman Low, Alderman Murgatroyd.
Also in Attendance: Mayor Althoff, City Administrator Lobaito, City Clerk Jones and former Assistant
City Administrator pouglas M�einer.
Chairman Alderman Murgatroyd called the meeting to order at 7:00 p.m.
Fiscal Year 2002/2003 Personnel Prioritv List
City Administrator Lobaito informed the Committee Mayor Althoff has a scheduling conflict on
Wednesday, March 27, 2002 and will be unavailable to attend the Finance and Personnel Committee
meeting scheduled on that date.
City Administrator Lobaito stated he and Mayor Althoff individually compiled a list of required
personnel in Fiscal Year 2002/2003 and fmd concurrence as follows:
1. Finance Director
2. Park Maintenance Worker
3. Special Event Coordinator
4. Part Time Office Assistant—Community Development/Public Works
City Administrator Lobaito noted concurrence was also reached concluding the following positions
lacked justification:
� 1. Sergeant
a. One additional sergeant was on former Chief Kostecki's 3-yeaz personnel requisition. It
is suggested the new Chief be appointed and the matter be reassessed.
2. Crew I:eader—Street Division
3. Mechanic—Public Works
a. Suggested monitoring the mechanic position, with vehicle replacement program in force
should be a priority.
A lengthy discussion ensued rega.rding the position of Special Event Coordinator. City
Administrator Lobaito stated the position will be located in the azea of Administration and will carry
some authority from an organiza.tional standpoint. Chairman Alderman Murgatroyd opined creating the
pasition has some validity but feels the job description lacks definition. He would prefer the position
not be addressed in the 2002/2003 Budget.
Alderman Low opined with the increase of special events in the community the position is
necessary. 5he stated the issues of compliance, together with the number of scheduled events taking
place in the City, is becoming too overwhelming a task to be addressed by a Department Head.
Alderman Low opined the position ca11s for an effective individual with the ability to effectively
facilitate the coordination of various activities throughout the City. Alderman Bolger concurred with
Alderman Low stating he feels the position of Special Events Coordinator should be budgeted for this
Fiscal Yeaz.
Chairman Alderman Murgatroyd suggested giving Administratian an opportunity to prepaze a
`` detailed job description by budgeting the position of Special Events Coordinator for the first of the year.

� A brief discussion ensued regarding the increase in park maintenance brought on by the number
of parks and activities taking place in the parks meriting additional employees.
City Administrator Lobaito stated the position of Finance Director has become essential to the
effciency of the long-term management of the finances of the City. McHenry currently has a $25
million budget, which requires the attention of a professional qualified to manage the day-to-day
finances of the City on a full-time basis.
It was suggested some consideration be given to expanding the Office Assistant position to a
full-time position.
It was the consensus of the Committee to include the following positions in the Fiscal Year
2002/2003 Budget:
• Finance Director
• Park Maintenance Worker
• Part-time Office Assistant.
It was the consensus of the Committee to include the position of Special Events Coordinator in
the Fiscal Year 2002/2003 Budget for a period of four-months of the year.
It was the consensus of the Committee to postpone discussion of the positions of Sergeant, Crew
Leader and Mechanic.

Summary of Proposed Budget Amendments
Former Assistant City Administrator poug Maxeiner detailed the Summary of Proposed Budget
Amendments by line item. He identified corrected typographical errors, checked for omissions, and
identified potential-and recommended reductions and adjustments in an effort to balance the Budget. A
lengthy discussion ensued regarding the movement of funds.
Chairman Alderman Murgatroyd stated the Budget is a planning tool, announcing if anyone was
uncomfortable with any of the changes they should contact City Administrator Lobaito for further
discussion.
Alderman Bolger departed at 8:55 p.m.
Motion by Low, seconded by Murgatroyd, to adjourn the meeting at 9:02 p.m.
