HomeMy WebLinkAboutMinutes - 11/11/2002 - Finance and Personnel Committee FINANCE AND PERSONNEL COMMITTEE MEETING Monday,November 11,2002 Aldermen Conference Room,6:30 p.m. � In Attendance: Committee Members: Alderman Bolger, Alderman Low, Alderman Murgatroyd. Also in Attendance: Mayor Althoff, City Administrator Maxeiner, Assistant City Administrator Lockerby, and City Clerk Jones. Chairman Alderman Murgatroyd called the meeting to order at 6:30 p.m. Discussion Regarding Citv of McHenry Hiring Practices City Administrator Maxeiner outlined current hiring practices for both Department Head level employees, having significant interaction with Council and Non-Department Head level employees, having limited interaction with Council. He stated it would expedite the process if Staff was given authorization to advertise for non-department head level positions, when the position is either vacant or included within the approved budget,without first receiving approval of Council. Alderman Low commended Staff on their expertise and cited no issues with non-department level positions being handled at Staff level as outlined by City Administrator Maxeiner. A brief discussion ensued. It was the consensus of the Committee to follow the outline of the City Administrator for the hiring of non-department head level employees. Alderman Bolger opined when a candidate is being considered for a Department Head Level position, requiring �uncil interaction, the entire Council should participate in the interview process. Chairman Murgatroyd stated �view of the five final candidates applications and resumes is adequate and would not hinder the process. A discussion ensued. Responding to City Administrator Maxeiner's inquiry regarding the modifications to the hiring practices falling under a policy change or codification change, Mayor Althoff stated as outlined the modifications meet the parameters of the current Ordinance. Motion by Low, seconded by Bolger to recommend Council approve updating the proposed hiring procedures for the City of McHenry for Department Head Level and Non-Department Head Level Employees as follows: Department Head/Assistant Citv Administrator Level(Positions with significant Council Interaction) • Discuss job description, City needs and position search with City Council • City Council authorizes advertisement and position search • Resumes reviewed by Mayor, City Administrator, Assistant City Administrator and Human Resources Specialist • Field narrowed to top five (approximately) candidates • Applications/resumes submitted to the City Council for informational purposes • Candidates interviewed by the Administrative Team (composition of which is to be determined by the Mayor) . Field narrowed to three (approximately)finalists by the Administrative Team • Interviews of finalists (Mayor and City Administrator) � Information on Mayor's and City Administrator's preferred candidate sent to the City Council • One on one interviews arranged for City Council with recommended candidate(if desired) • City Council authorizes offer and provides negotiation parameters • Offer made contingent upon post offer physical Finance and Personnel Committee Meeting November 11, 2002 Page 2 � Non-Department Head Level(Limited Council Interaction) • If vacant/new position is authorized in the budget document the City Administrator authorizes advertisement and position search. Notification provided to City Council via the Friday Report or similar method. If the position is not authorized in the budget, Staff must seek authorization from City Council to proceed. • Resumes reviewed by Human Resources Specialist, Department Head and Assistant City Administrator • Field narrowed to top candidate • City Administrator and Department Head to conduct second interview • City Administrator and Department Head reach agreement on top candidate • Offer extended to top candidate contingent upon post offer physical • City Council notified via Friday report on hiring of new employees • New employee encouraged to appeaz before City Council for official introduction All ayes.
