RECYCLING DEPOT:
It is the recommendation of the EAC that the City Council lease 20
parking spaces for a maximum 120 days until a new site for the
recyclirg depot can be found. The EAC recommends that the City
Council explore the property adjacent to the existing location for
relocation,
BURNIN6 ORDINANCE:
The EAC recommends that the present ordinance be enforced with their
exceptions. That ALL burning be banned with the exception of
leaves. Considering the mandates set by the State of Illinois, in
which 2!i� of municipal waste must be recycled by 1991 . It is the
consensus of the committee that this would be a step to begin this
process. Section 10-19 of the current ordinance would delete the
words "�aper goods". Section 10-20 would delete the words "paper
goods". Section 10-21 would be eliminated. The EAC recommends that
a new section be written that "all contractors shall dispose of all
construction materials in roll off containers".
RECYCLING AND COMPOSTING SITE
It is the recommendation of the EAC that the City Council appropriate
funds to hire one person to head a Solid Waste Division under the
Public Works Department. This individual would research municipal
composting and a curbside recycling program. The implementation of
such programs would also be under this area.
It is the consensus of the EAC that this Solid Waste Division woul�
give the City the input needed to be with the State of Illinois
guidelines. In addition the EAC would hope that a curbside recyclinq
program be initiated before the end of 1989 to comply with State law.
