HomeMy WebLinkAboutMinutes - 6/21/1989 - Finance and Personnel Committee ��j �;,_� � ' MINUTES OF PERSONNEL COMMITTEE MEETING � JUNE 21 , 1989 i ', The Personnel Comnittee meeting was called to order at 7:00 p.m. by Chairman McClatchey. In addition to Chairman McClatchey, the following were in attendance: Aldermen Bolger, Serritella, Patterson and Smith, Clerk Gilpin, Mayor Busse and Finance & Personnel Director Vitas. The meeting was called at the request of Mayor Busse for the purpose of discussing present organizational structure and alternatives for improved management of the delivery of City services. These items were originally brought to the City Council 's attention at the May 30, 1989 meeting. Mayor Busse presented several arguments in favor of investigating a change from the present part-time Mayor role as chief administrative and executive officer. He explained that under the present administrative structure, a part-time mayor was not the best long term solution for the community due to the following factors: - The increased level of activity in day to day City business activity. - The desirability for a chief administrative officer (elected or not) to be available on a full-time basis to co-ordinate the various department functions and keep communication between departments open. - The need to define and clarify any overlapping of authority between departments as they occur during the day. - Improve efficiency in the overall delivery of services to the community. - Redefine the role of policy making (a City Council function) and the day to day administration of routine City business based on established policy (a staff function). Busse suggested that several alternatives be actively considered by the Comnittee. In time, a recomnendation may be made to the City Council including any of the following options: (a) A full-time Mayor. (b) A full-time Chief Administrative Officer designated by the Mayor and Council . (c) Reorganization of City departments using the present part-time Mayor position. Busse also pointed out that during the department head reviews he conducted in April , it was apparent that several department heads felt the current overlap of authority, lack of clear policy position from the Council and the ability of one person (i .e. Mayor) to be available to "break ties" between departments has occasionally led to confusion and sometimes an inability to make effective decisions on a day to day basis. Alderman Bolger suggested that some redefining of job duties and job descriptions was appropriate (as an example Director of Public Works) . He also stated that the Comnittee Chairmen and Comnittees take a more active role in the administration. Other Aldermen also suggested a new organization chart be developed to improve operating efficiency. Other issues, such as a full time chief administrative officer or full-time mayor was unresolved. However, Chairman McClatchey indicated a preference to have this matter brought to the attention of the full Council at a later date.
