Peterson Cit Administrator DATE: March 4, 1992 RE: Employee Requests for Wages and Benefits Last night the Finance Committee met with a variety of employee group representatives to consider their requests for wages and benefits in preparation for the 1992-93 Budget. Following is a summary of the requests received and relevant information pertaining to the specific request. 1) Wages - Cost of living adjustment to salary matrix - Continue advancing eraployees who have not reached the top of the matrix for their salary grade - Cost of living ad3ustment plus 2% - Cost of living ad3ustment plus 4% NOTE: The standard for the cost of living ad3ustments the City of McHenry has adopted in considering wage requests is the Chicago Annual Average CPI-U (Consumer Price Index - All Urban Consumers). For 1991 the CPI-U Chicago Annual Average is 2.7%. 2) Benefits A) Personal Days - one additional day NOTE: Currently the City of McHenry provides 3 personal days to regular full-time employees and 1 1/2 days to regular part-time employees who work at least 20 hours per week. Personal days must be used in the year earned, require approval from the employee's immediate supervisor, and can not be taken in less than one-half hour increments; B) Holidays - Requests ranged from 1 to 1 1/2 additional days and included: - Good Friday - additional one-half day - New Year's Eve - President's Day - Unspecified Employee Requests for Wages and Benefits � Page 2 NOTE: The City provides employees with 8 1/2 holidays with regular part-time employees receiving pay for holidays which coincide with their regular schedule. The following holiday schedule is recognized: New Year's Day, Good Friday (1/2 day), Memorial Day, Independence Day, Labor Day, Thanksgiving, Friday after Thanksgiving, Christmas Eve, Christmas Day. It should also be noted that police officers and dispatchers have the option of receiving straight time pay for all holidays worked. This payment is made in early December, and for 1991, amounted to $38,715.28. C) Sick Time - Allow sick time usage by employee for doctor and dentist appointments. - Allow sick time usage by employee to care for a member of the immediate family. NOTE: Based upon a count of 93 full-time employees, a total of 353 sick days were used in 1991 for a per employee average of 3.79. Departmental averages were as follows: Building and Zoning 4.62 days General Office 4.03 days Police Depart.-Non Sworn 4.15 days Sworn 1.25 days Public Works Administration 6.92 days Streets 5.41 days WWTP 6.03 days Water 4.96 days ' Parks and Recreation 4.92 days The City will also pay employees for up to 3 unused sick days annually and up to 1/2 the total accumulated sick days over 40 (up to 100) upon retirement. The 1991 payment to employees for unused sick days was $15,297.62. Employees earn 1 sick day per month, and can accumulate up to 100 days. D) Vacation Time - 1 to 6 years 10 days - 7 to 11 years 15 days -12 yrs. and more 20 days - 1 to 7 years 10 days - 8 to 12 years 15 days - 13 to 17 years 20 days - 18 yrs, and more 25 days NOTE: The City currently provides vacation time to full-time employees and to regular part-time employees scheduled to work 20 hours or more per week (1/2 the time allowed full-time employees) based on the following schedule: 1 to 7 years 10 days 8 to 14 years 15 days 15 to 19 years 20 days 20 yrs. or more 20 days, plus 1 day for each year in excess of 20 • ' / Employee Requests for Wages and Benefits Page 3 Based upon an employee count of 93 full-time employees, the average number of vacation days in 1991 per employee was 12.76 with departmental averages as follows: Building & Zoning 10 days General Office 11.91 days Police Department Non-Sworn 13.08 days Sworn 14.38 days Public Works Administration 8 days Streets 10.69 days WWTP 16.21 days Water 11.80 Parks and Recreation 12.33 days E) Health Insurance - Keep current coverages and carrier for 1992-93. F) Miscellaneous Requests - Written annual performance appraisal by March lst. - Employees who receive a rating of "outstanding" on performance appraisal be eligible for special recognition award. - Distribution of "Friday Report" to all employees. - Pay for cost of annual physical. - Continue education reimbursement at current or greater rate. - Raise boot allowance from $75 to $125. - Consider raising crossing guard pay. ,
