' Building & Zoning Committee members present : Chairman Smith, Alderman Donahue and Director of Building & Zoning Lobaito . Committee member Alderman Serritella was absent . Topics of discussion: 1 . HolZ _Apostles_Buildin�_Pro�ect Smitli noted that the purpose of this meeting was to consider and make a recommendation to the Council on� a request from Father Robert Sherry, Pastor of The Church of Holy Apostles to 1 ) waive buildi'ng permit fees, 2) allowing them to design and erect a sign, and 3) consider allowing the church to delay paving their parking lot for a year or two . Donahue stated that she felt the building permit fees should be waived. The sign was not a problem, but the Council should be allowed to review the design before it is erected, and if a variance is needed it should be permitted within reason. She also noted variances were granted to Goodyear and Little Caesars . Concerning the request to delay paving the parking lot , Donahue agrees with Father Sherry' s reasoning that it would allow the ground to be better packed before asphalt was laid and feels the City should grant approval . Smith agrees with Donahue, however, he feels the main entrance or approach to the church parking lot should be paved or at least a base coat should be put down. Donahue agreed and stated that a binder course would be sufficient . Lobaito suggested that a letter from Father Sherry be submitted to the Building and Zoning Department detailing a completion date for the paving . He then pointed out a memorandum containing a list of permit requests from various churches throughout the City that have been waived . Committee Recommendation: 1) waive building permit fees with the ezception of capital improvement fees, 2) approve installation of a sign contingent upon Gouncil approval of the design, and 3) allow the church to delay paving their parking lot for a year or two, vith the eaception of the driveway or the approach vhich should have at least a base coat.
