February 11, 2003
The meeting was called to order at 7:23PM by Pat Schafer at the McHenry Municipal Center.
Members present: Marya Dixon, Judy Franks,Merle Janssen, Shelly Trost,Pat Schafer, Dawn
Johnson, Greg Lofgren and Sue Hendrickson. Members absent: Ilene Wiedemann Lori
Wilhelm, Gretchen Thomas,Karen James.

January 7, 2003 Meeting Minutes: Shelly Trost moved to approve the minutes of the January
7, 2003 meeting. Merle Janssen seconded no discussions and the motion carried.
Treasurer's Report: Marya Dixon moved to approve the treasurer's report,Merle Janssen
seconded,the following discussion followed: Mayor Althoff noted that the city will credit the
Landmark budget for overcharges for copying done for the Main street historical survey that was
distributed in January. Additional credits to follow regarding the expenses incurred for the
Harbor Wallbanger's grant. No further discussion and the motion carried.
Facade Grant Report: Shelly Trost moved to approve the Façade Grant Report,Dawn Johnson
seconded, there was no discussion and the motion carried.
Business:
Doug Martin reported that he had met with the developer regarding the property at 2214 W.
Route 120, Cousin Ed's Restaurant. Discussion followed some of which included concerns of
requirements for IDOT in regards to deceleration lanes for future developments along the
corridor. The commission made the following motion:
Merle Janssen moved not to deny a request for demolition for the structure on the property
located at 2214 W. Route 120 known as Cousin Ed's Restaurant. Judy Franks seconded no
further discussion and the motion carried.
There was discussion regarding possible salvage from the structures located on the Krumholz
property located on the east side of Route 31 south of the Tonyan Industrial Park. City staff will
alert the commission prior to the proposal of annexation to the city council, enabling the
commission member's access to the structures to video and possibly salvage items.
Doug also brought to our attention that he was contacted by a developer regarding the Liberty
Tax building located at 4104 Elm Street. Discussion followed regarding the impact on the corner
for traffic, it is possible that an auto parts store will replace the current business.
Some discussion regarding an addition to requirements for future developers that would help
preserve existing structures with historic significance. Continued work between the commission
and the mayor and city council is necessary.

Petersen Barn and Silos: Greg Lofgren reported that a February date was set for the city
council to view the Petersen Farm. Barb Miller will conduct the viewing on February 13t. Greg
and Marya Dixon will attend. Additional meetings for the new plans for the farm are
forthcoming. Mayor Althoff feels that the city council was positive about the farm. Discussion
followed regarding ideas for summer fests at the farm.
Mayor Althoff requested a memo from the commission requesting that the Parks and Recreation
Department cover the silos to delay further destruction of the tops of the silos. The grant monies
that the commission requested from the State of Illinois to preserve the farm's silos is
undetermined. With the current state budget crisis it is unknown if the city will be approved by
the state for the grant. At this point all projects statewide are being reviewed by the Governor's
office. Discussion for locating additional grant money, i.e.: foundations, farm companies such as
International Harvester, etc might be interested in assisting the city and commission with the
preservation of the silos.
CLG: Since Mayor Althoff was in attendance at this meeting Dawn Johnson took the
opportunity to address the delay in submitting the CLG paperwork to the State of Illinois. As it
turns out the only required piece missing is a resume/application for Commissioner Sue
Hendrickson. Dawn Johnson will contact city staff for the paperwork to be sent to Sue.
Historic District Survey: Marya Dixon reported on the replies that were received from
concerned residents of the proposed district. It was discussed that the questions be compiled and
answers sent in reply as soon as possible. The replies to the surveys seemed to be even for and
against the implementation of the historic district.
Coloring Book: Mayor Althoff reviewed the layout for the historic coloring book and the
concept was well received. The mayor will check with the city attorney to verify that the
commission does not require written permission by the homeowners that will be displayed in the
coloring book.
The new quotes from Sue Hendrickson were as follows:
Quantity of 1000 = $938.62
Quantity of 1100 = $969.04
This includes collation and assembly.
Discussion followed regarding accepting donations from private business owners that will be
highlighted in this book or future coloring books. Also the commission determined that the
Landmark School and Petersen's Farm will be the anchors on the front and back respectively on
each book published. A trivia page was also discussed.
New Business:
Pat Schafer noted that there will be no Illinois preservation conference for 2003.
Merle Janssen motioned for adjournment at 9:29 pm, seconded by Shelly Trost, no further
discussion and the motion carried.
