HomeMy WebLinkAboutMinutes - 11/6/2001 - Landmark Commission THE CITY OF MCHENRY LANDMARK COMMISSION MEETING MINUTES NOVEMBER 6, 2001 THE MEETING WAS CALLED TO ORDER AT 7:18 PM BY CHAIRPERSON GREG LOFGREN AT THE MCHENRY MUNICIPAL CENTER.. MEMBERS PRESENT INCLUDED: JUDY FRANKS, DAWN JOHNSON, MERLE JANSSEN, GREG LOFGREN, HANK NELL, PAT SCHAFER, , SHELLY TROST, ILENE WIEDEMANN, AND LORI WILHELM. MEMBERS ABSENT: SUE KOTOMSKI AND GRETCHEN THOMAS. GUEST PRESENT: SUE HENDRICKSON, KAREN JAMES, CINDY AND DAN KOTTKE. HANK NELL MOVED TO APPROVE THE MINUTES OF THE OCTOBER 2 , 2001 MEETING. LORI WILHELM SECONDED THE MOTION. NO DISCUSSIONS WERE NOTED, AND THE MOTION CARRIED. GREG LOFGREN REPORTED EXPENSES FOR TRAVEL REIMBURSEMENT FOR THE PRESERVATION CONFERENCE IN THE AMOUNT OF $351.29, THE BALANCE IN THE GENERAL FUND STANDS AT $2,548.92. THE FACADE GRANT BUDGET STANDS AT $12,800.00. LORI WILHELM MOVED TO ACCEPT THE BUDGET REPORT, PAT SCHAFER SECONDED THE MOTION, AND THE MOTION CARRIED, 7 YES, 1 NO. CINDY AND DAN KOTTKE PRESENTED A FACADE IMPROVEMENT GRANT APPLICATION FOR 3902 AND 3904 W. MAIN STREET, CORNER OF MAIN STREET AND FRONT STREETS. THE APPLICATION DETAILED THE CLEANING, TUCKPOINTING, AND PAINTING TO BE DONE ON THE BUILDING. CINDY KOTTKE ALSO OUTLINED PROPOSED UPGRADING AND LANDSCAPING IN THE AREA WHERE THE LANDMARK SIGN IS LOCATED. AFTER THE KOTTKE'S LEFT THE COMMISSION DISCUSSED THE APPLICATION. MEMBERS DISCUSSED PROPER CLEANING PROCEDURES, TUCKPOINTING FOR PROTECTION, AND PAINTING (COLORS, WHAT POTIONS TO BE PAINTED, ETC.). THE ESTIMATE FOR WORK TO BE DONE IS $27, 425.00. PAT SCHAFER MOVED THAT THE COMMISSION AWARD A FACADE IMPROVEMENT GRANT IN THE AMOUNT OF $5,000.00 FOR THE STRUCTURE LOCATED AT 3902 W. MAIN STREET, THE HARBOR WALLBANGER STORE, FOR TUCKPOINTING. DAWN JOHNSON SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY. HANK NELL WILL LOOK AT THE INTERIOR WALL CONSTRUCTION OF THE PRESENT STRUCTURE AT THE CORNER OF GREEN AND JOHN STREETS WHEN THE SIDING COMES OFF. SHELLY TROST VOLUNTEERED TO GO WITH HANK. DAWN JOHNSON DETAILED INFORMATION ON THE DIGITAL CAMERA. SHE FOUND MANY EXAMPLES FOR THE COMMISSION MEMBERS TO DISCUSS., DAWN JOHNSON MOVED THAT THE COMMISSION PURCHASE A SONY MAVICA MVC-CD1000 DIGITAL CAMERA. THREE PRICE QUOTES WILL BE SUBMITTED ALONG WITH QUOTES FOR NECESSARY ACCESSORIES. JUDY FRANKS SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY. GREG LOFGREN WILL AGAIN TRY TO GET SOME OLD PHOTOS COPIED FOR THE MEMBERS. HE WILL ALSO TRY TO GET THE SCRIPT FOR THE WAUKEGAN/MAIN STREET TOUR TYPED. HE WILL TURN IN THE REPORT FROM THE PRESERVATION CONFERENCE AND THE ANNUAL REPORT. GREG LOFGREN SENT MAPS OF THE PROPOSED HISTORIC DISTRICTS TO DOUG MARTIN, CITY PLANNER. THE MAPS WILL BE USED IN THE PROPOSAL FOR THE TIF DISTRICT FOR THE PROPOSED RIVERWALK. CHAIRPERSON LOFGREN DID NOT SUBMIT ANY ARTICLES FOR THE CITY NEWSLETTER. IN THE SPRING NEWSLETTER THE COMMISSION WILL WANT TO MENTION THE WELL-ATTENDED WALKING TOURS. EXTENSIVE DISCUSSION CENTERED AROUND THE SURVEY AND NOMINATION PROCESS. GREG LOFGREN WILL MEET WITH THE MAYOR TO UNDERSTAND THE PROCEDURE FOR THE COMMISSION TO GO BEFORE THE COUNCIL TO GET HELP `.. WITH THE NOMINATION PROCESS. SEVERAL DEMOLITION PERMITS WERE ON THE AGENDA. EACH WAS DISCUSSEDAND THE FOLOWING MOTIONS WERE MADE: DAWN JOHNSON MOVED THAT THE COMMISSION NOT DENY THE DEMOLITION OF THE STRUCTURE LOCATED AT 1109 RIVER ROAD. LORI WILHELM SECONDED THE MOTION. THE MOTION CARRIED 7 YES AND 1 NO. A WRITTEN HISTORY WILL FOLLOW. LORI WILHELM MOVED THAT THE COMMISSION NOT DENY THE DEMOLITION OF THE STRUCTURE LOCATED AT 1701 N. RICHMOND ROAD. DAWN JOHNSON SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. A WRITTEN HISTORY WILL FOLLOW. HANK NELL MOVED THAT THE COMMISSION NOT DENY THE DEMOLITION OF THE BARN AND TWO OTHER OUT BUILDINGS LOCATED ON ROUTE 31 SOUTH OF GARY LANG AUTO GROUP. MERLE JANSSEN SECONDED THE MOTION. THE MOTION CARRIED 6 YES AND 2 NO. A WRITTEN HISTORY WILL FOLLOW. DAWN JOHNSON MOVED THAT THE COMMISSION DENY THE DEMOLITION OF THE STRUCTURE LOCATED AT 1309 N. RICHMOND ROAD DUE TO ITS PROXIMITY TO HISTORIC STRUCTURES. SHELLY TROST SECONDED THE MOTION. THE MOTION CARRIED 7 YES AND 1 NO. A WRITTEN HISTORY WILL FOLLOW. MERLE JANSSEN MOVED FOR ADJOURNMENT AT 8:57 PM, DAWN JOHNSON SECONDED THE MOTION, AND THE MOTION CARRIED.
