HomeMy WebLinkAboutMinutes - 10/2/2001 - Landmark Commission THE CITY OF MCHENRY LANDMARK COMMISSION MEETING MINUTES OCTOBER 2, 2001 THE MEETING WAS CALLED TO ORDER AT 7:25 PM BY CHAIRPERSON GREG LOFGREN AT COMMISSION MEMBER ILENE WIEDEMANN'S HOME. MEMBERS PRESENT INCLUDED: JUDY FRANKS, GREG LOFGREN, PAT SCHAFER, GRETCHEN THOMAS, SHELLY TROST, ILENE WIEDEMANN, AND LORI WILHELM. MEMBERS ABSENT: DAWN JOHNSON, MERLE JANSSEN, AND HANK NELL. GUEST PRESENT: SUE HENDRICKSON AND MARYA DIXON. LORI WILHELM MOVED TO APPROVE THE MINUTES OF THE SEPTEMBER 4, 2001 MEETING. PAT SCHAFER SECONDED THE MOTION. NO DISCUSSIONS WERE NOTED, AND THE MOTION CARRIED. GREG LOFGREN REPORTED THAT THE BALANCE IN THE GENERAL FUND STANDS AT $2,562.79. THE FACADE GRANT BUDGET STANDS AT $12,800.00. SHELLY TROST MOVED TO ACCEPT THE BUDGET REPORT, ILENE WIEDEMANN SECONDED THE MOTION, AND THE MOTION CARRIED. SHELLY TROST, PAT SCHAFER, AND GREG LOFGREN REPORTED ON THE PRESERVATION CONFERENCE IN SPRINGFIELD, IL ON SEPTEMBER 14 AND 15, 2001. SHELLY ATTENDED SESSIONS ON GETTING KIDS INVOLVED IN PRESERVATION. AFTER SHE RETURNED FROM THE CONFERENCE, SHE TOOK A GROUP OF SECOND AND THIRD GRADERS FROM LANDMARK SCHOOL ON AN ARCHITECTURAL SCAVENGER HUNT IN MAIN STREET AND WAUKEGAN STREET AREA. SHE ALSO ATTENDED A SESSION ON ROOFING MATERIALS. PAT SCHAFER ATTENDED WORKSHOPS ADDRESSING LOCAL COMMUNITY GOALS TO ENHANCE PRESERVATION OF HISTORICAL BUILDINGS AND SITES. EDUCATING POLITICIANS AND THE PUBLIC WERE STRESSED. GREG LOFGREN ATTENDED SESSIONS ON ECONOMIC INCENTIVES, PRESERVING RURAL CORRIDORS, AND PROTECTING COMMERCIAL DISTRICTS. THE IDEA THAT DESIGNATION OF HISTORIC SITES AND STRUCTURES IS A GOAL TO AND END, ESPECIALLY IN COMMERCIAL DISTRICTS, WAS STRESSED IN THESE SESSIONS. PAT PARTICIPATED IN SOME LOCAL TOURS. GREG AND SHELLY ATTENDED AN AFTERNOON WORKSHOP DEVELOPING IDEAS FOR CREATING INTEREST IN PRESERVING AND GAINING RECOGNITION OF A NEIGHBORHOOD IN TRANSITION. GREG ALSO TALKED WITH SOME PEOPLE CONCERNING A PORTABLE MICROPHONE. HE WILL CONTINUE TO TRY TO GET IN TOUCH WITH THE LADY FROM QUINCY, IL. GREG LOFGREN TAPED SHELLY TROST DOING A SAMPLE SURVEY OF SEVERAL HOUSES IN THE WASHINGTONBROAD STREET AREA AND THE MAIN STREET/ WAUKEGAN ROAD AREA. GREG WILL COPY THE TAPES FOR MEMBERS. RTHEN TH MAS MOVED THE PURCHASE 20 O ES F COPYING SURVEY PRATOCEDTHURESCOMMISSION. JUDY FRANKS SECONDEDBLANK THE VIDE MOTION. THE MOTION PASSED UNANIMOUSLY. THE COMMISSION WILL CONTINUE TO WATCH WHEN THE SIDING ON THE PRESENT STRUCTURE AT THE CORNER OF GREEN AND JOHN STREETS COMES OFF. THE COMMISSION WILL BE INTERESTED IN LOOKING AT THE INTERIOR WALL CONSTRUCTION. GREG LOFGREN CHECKED WITH THE CITY AND THE FACADE GRANT APPLICATION FOR CINNAMON CREEK ON RIVERSIDE DRIVE HAS NOT BEEN RESUBMITTED. DAWN JOHNSON WAS ABSENT SO THERE WAS NO NEW INFORMATION ON THE DIGITAL CAMERA. EXTENSIVE DISCUSSION CENTERED AROUND THE SURVEY AND NOMINATION PROCESS. GREG LOFGREN THANKED THE MEMBERS WHO ATTENDED THE SEPTEMBER 29, 2001 ALDERMAN WALKING TOUR. ALDERMAN WIMMER, LOW, MURGATROYD, DOUG MARTIN, CITY PLANNER, AND MAYOR ALTHOFF ATTENDED. THE PURPOSE WAS TO INFORM THE ALDERMAN OF THE HISTORIC ARCHITECTURAL CONTENT OF THE AREA. THE COMMISSION IS GOING TO NEED `-- TO GO BEFORE THE COUNCIL TO GET HELP WITH THE NOMINATION PROCESS. THE COMMISSION WILL CONTINUE WITH SURVEY WORK ON SATURDAY, OCTOBER 13, 2001. MEMBERS WILL MEET AT GRETCHEN THOMAS'HOUSE AT 9:00 AM AND WILL WORK ON WAUKEGAN ROAD. MEMBERS WILL TRY TO GET TOGETHER WHEN THERE IS TIME TO WRITE HISTORIES ON HOMES AND OTHER STRUCTURES IN THE PROPOSED DISTRICT. CHAIRMAN LOFGREN THANKED THE MANY MEMBERS WHO ATTENDED THE JOINT COUNCIL OF HISTORIC GROUPS ON SEPTEMBER 27, 2001. THE MEETING WAS HELD AT THE LORIMAR ESTATE ON PISTAKEE BAY. WE WALKED AROUND THE GROUNDS OF THIS WELL PRESERVED ESTATE. SOME PEOPLE GOT TO SEE THE INSIDE OF THIS WONDERFUL STRUCTURE. THE MEETING WAS HELD IN THE BAR/PLAY HOUSE BEHIND THE HOME. NANCY BAKER, WITH THE CITY OF WOODSTOCK, PRESENTED A PROGRAM ON THE HISTORY OF PISTAKEE BAY. BEV GANSCHAL FROM THE CITY OF WOODSTOCK PRESERVATION GROUP ANNOUNCED THAT THE CITY WANTED TO TAKE THE SITE REVIEW PROCESS OUT OF THE HANDS OF THE COMMISSION AND GIVE IT TO ONE INDIVIDUAL IN THE PLANNING DEPARTMENT. SHE ASKED OTHER COMMISSIONS TO WRITE LETTERS TO THE CITY OF WOODSTOCK REGISTERING THEIR DISLIKE OF THIS PROPOSED PROCESS. PAT SCHAFER MOVED THAT THE COMMISSION NOT DENY THE DEMOLITION OF THE FORMER PRO BASS STRUCTURE LOCATED AT 2913 W. ROUTE 120. GRETCHEN THOMAS SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. A WRITTEN HISTORY WILL FOLLOW. GRETCHEN THOMAS MOVED THAT THE COMMISSION NOT DENY THE DEMOLITION OF THE CHINA BUFFET STRUCTURE LOCATED AT 4621 ELM STREET. LORI WILHELM SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. A WRITTEN HISTORY WILL FOLLOW. GREG PASSED OUT THE FLIERS OF UPCOMING EVENTS FOR THE MCHENRY COUNTY HISTORICAL SOCIETY. MANY PEOPLE WERE INTERESTED IN THE EVENTS. GREG WILL TRY TO GET SOME OF THE PICTURES FROM THE WALKING TOUR COPIED AND TYPE UP A MORE FORMALIZED COPY OF THE MAIN STREET/ WAUKEGAN ROAD TOUR SCRIPT. PAT SCHAFER MOVED FOR THE FORMAL ADJOURNMENT AT 8:57 PM, ILENE WIEDEMANN SECONDED THE MOTION, AND THE MOTION CARRIED. �.- THE MEMBERS THEN ENJOYED A TOUR OF ILENE'S HOME. THE MEMBER'S INTEREST WAS HELD AS THEY LOOKED AT THE MANY FEATURES OF THE INTERIOR AND AT THE GREAT COLLECTION OF FAMILY AND MCHENRY RELATED ARTIFACTS.
