HomeMy WebLinkAboutMinutes - 7/3/2001 - Landmark Commission THE CITY OF MCHENRY LANDMARK COMMISSION MEETING MINUTES JULY 3, 2001 THE MEETING WAS CALLED TO ORDER AT 7:27 PM BY CHAIRPERSON GREG LOFGREN AT THE MUNICIPAL CENTER. MEMBERS PRESENT INCLUDED: , DAWN JOHNSON, GREG LOFGREN, HANK NELL, PAT SCHAFER, GRETCHEN THOMAS, AND ILENE WIEDEMANN. MEMBERS ABSENT: JUDY FRANKS, MERLE JANSSEN, SHELLY TROST, AND LORI WILHELM. NO GUEST WERE PRESENT. HANK NELL MOVED TO APPROVE THE MINUTES OF THE MAY 22, 2001 MEETING. GRETCHEN THOMAS SECONDED THE MOTION. NO DISCUSSION OR CORRECTIONS WERE NOTED, AND THE MOTION CARRIED. GREG LOFGREN REPORTED THAT THE BALANCE IN THE GENERAL FUND STANDS AT $6,000.00. THE FACADE GRANT BUDGET STANDS AT 12,800.00. THERE WILL BE EXPENSES CHARGED TO THE GENERAL FUND INCURRED DURING THE HERITAGE DAYS. HANK NELL MOVED TO ACCEPT THE BUDGET REPORT, PAT SCHAFER SECONDED THE MOTION, AND THE MOTION CARRIED. GREG LOFGREN INFORMED THE COMMISSION THAT HE HAD REMOVED SEVERAL ITEMS FROM THE KLONTZ MAIN STREET GARAGE AND HAD THESE STORED AT THE CITY'S KNOX PARK BARN. GREG INFORMED THE COMMISSION THAT HANK NELL AND HE HAD ATTENDED A MEETING ON JUNE 19, 2001 WITH JOE NAPOLITANO, MAYOR ALTHOFF, AND ROBERT ZACHARIAS, CENTRUM PROPERTIES(WALGREENS). THE PURPOSE WAS TO DISCUSS THE BUILDING OF A REPLICA OF THE MAIN STREET SPRINGHOUSE IN THE PROPOSED POCKET PARK BEHIND THE NEW WALGREENS. HANK NELL INFORMED THE COMMISSION THAT THE CITY HAS BEEN CONTACTED BY CENTRUM TO DRAW UP SOME PLANS WITH SOME TYPE OF COSTS TO SUBMIT TO CENTRUM. GREG LOFGREN ASKED HANK NELL TO LOOK AT THE FOUNDATION OF THE HOUSE AT GREEN AND JOHN STREETS. THE HOLE HAS BEEN DUG FOR THE NEW FOUNDATION AND THE OLD FOUNDATION IS EXPOSED. THE COMMISSION IS INTERESTED IN THIS STRUCTURE AND ITS AGE DUE TO THE FACT THIS MAY BE THE LAST HOME OF DANIEL OWEN. OWEN WAS ONE OF MCHENRY'S EARLY SETTLERS. WHEN THE SIDING ON THE PRESENT STRUCTURE COMES OFF THE COMMISSION WILL BE INTERESTED IN LOOKING AT THE INTERIOR WALL CONSTRUCTION. GREG LOFGREN ASKED THE COMMISSION TO WRITE DOWN ANY THOUGHTS CONCERNING THE JUNE 23-24, 2001 HERITAGE DAYS. SINCE SHELLY TROST WAS ABSENT, THE COMMISSION WILL DISCUSS THIS AT THE AUGUST MEETING. WALKING TOURS ARE SCHEDULED FOR JULY 14, SATURDAY, AND JULY 18, WEDNESDAY. GREG LOFGREN WILL CONDUCT THE WALKING TOURS ON WAUKEGAN AND MAIN STREETS. PAT SCHAFER AND SHELLY TROST WILL CONDUCT THE RIVERSIDE DRIVE, ELM, AND GREEN STREET TOURS. PAT AND SHELLY WILL DECIDE WHO DOES WHICH DAYS. GREG LOFGREN WILL HAVE THE WALKING TOUR HANDOUTS COPIED. DISCUSSION ALSO CONCERNED THE PORTABLE MICROPHONE. HANK NELL MOVED THE COMMISSION INVESTIGATE AND OBTAIN 2 PORTABLE MICROPHONES. PAT SCHAFER SECONDED THE MOTION. DISCUSSION CONTINUED AROUND THE TYPE, FANNY PACK, WITH RECHARGEABLE BATTERY. THE SIZE SHOULD BE FOR ABOUT 35 PEOPLE . ALSO, DISCUSSED WAS WHETHER THE COMMISSION WAS AWARDED THE MONIES WHICH WERE TURNED IN FOR COUNCIL APPROVAL. IT WAS NOTED THAT NONE OF THE AMOUNTS ARE REPRESENTED IN THE COMMISSION'S BUDGET. GREG LOFGREN WAS TOLD BY SOMEONE ON STAFF THAT THE ONLY ITEM CUT FROM THE COMMISSION'S PROPOSED BUDGET WAS THE DIGITAL CAMERA. GREG WAS TOLD THAT THERE WOULD BE A CAMERA FOR THE COMMISSION AS THE CITY HAD PURCHASED TWO NEW ONES AND THE COMMISSION COULD HAVE THE OLD ONE. GREG LOFGREN WILL TALK TO MAYOR ALTHOFF ON THE BUDGET PROCESS AND BRING IN THE PROPOSED BUDGET. THE MOTION PASSED 6 YES AND 0 NO. THERE IS STILL SURVEY WORK TO DO ON WAUKEGAN AND MAIN STREET. GREG AND SHELLY WILL TRY TO MAKE A TAPE OF SURVEY PROCEDURES. GRETCHEN THOMAS MENTIONED THAT THE COMMISSION CALL NANCY FIKE WHEN THE SURVEY PROCESS IS CONTINUED. GREG LOFGREN WILL MEET WITH MAYOR ALTHOFF TO TRY TO GET A TIME TO GO BEFORE THE COUNCIL TO GET APPROVAL FOR STAFF HELP IN GETTING READY TO PROPOSE THE HISTORIC MAIN STREET DISTRICT. TWO PEOPLE SIGNED UP AS INTERESTED IN FINDING OUT ABOUT THE LANDMARK COMMISSION. GREG LOFGREN WILL HAVE MAYOR ALTHOFF SEND OUT LETTERS CONCERNING THE COMMISSION AND POSSIBLY SERVING ON THE COMMISSION. SEVERAL MOTIONS WERE MADE TO PAY EXPENSES INCURRED IN CONJUNCTION WITH THE HERITAGE DAYS. PAT SCHAFER MOVED THE COMMISSION REIMBURSE SHELLY TROST $164. 25 FOR EXPENSES INCURRED PREPARING AND PURCHASING FOR HERITAGE DAYS, JUNE 23-24, 2001. THE MOTION WAS SECONDED BY DAWN JOHNSON. THE MOTION CARRIED 6 YES TO 0 NO. GRETCHEN THOMAS MOVED THE COMMISSION REIMBURSE DAWN JOHNSON $46.32 FOR EXPENSES INCURRED PREPARING AND PURCHASING FOR HERITAGE DAYS, JUNE 23-24, 2001. THE MOTION WAS SECONDED BY HANK NELL. THE MOTION CARRIED 6 YES TO 0 NO. HANK NELL MOVED THE COMMISSION REIMBURSE PAT SCHAFER $160.25 FOR EXPENSES INCURRED PREPARING AND PURCHASING FOR HERITAGE DAYS, JUNE 23-24, 2001. THE MOTION WAS SECONDED BY ILENE WIEDEMANN. THE MOTION CARRIED 6 YES TO 0 NO. GRETCHEN THOMAS MOVED THE COMMISSION REIMBURSE ILENE WIEDEMANN FOR EXPENSES INCURRED PREPARING AND PURCHASING FOR HERITAGE DAYS, JUNE 23-24, 2001. THE MOTION WAS SECONDED BY DAWN JOHNSON. THE MOTION CARRIED 6 YES TO 0 NO. DAWN JOHNSON MOVED THE COMMISSION TO PAY ALL OTHER EXPENSES INCURRED FOR HERITAGE DAYS NOT TO EXCEED $3,000.00 ABOVE WHAT ALREADY HAS BEEN APPROVED IN THE FOUR PREVIOUS MOTIONS. PAT SCHAFER SECONDED THE MOTION. THE MOTION CARRIED 6 YES TO 0 NO. IT WAS DECIDED NOT TO SEND DONATIONS TO THE JAYCEES OR THE MOOSE FOR THEIR TIME DURING HERITAGE DAYS. HANK NELL INFORMED THE COMMISSION THAT THESE ORGANIZATIONS ARE SERVICE ORGANIZATIONS, AND WHEN THANK YOU NOTES ARE SENT REMEMBER TO INCLUDE HOURS OF TIME DONATED. GREG LOFGREN THANKED THE COMMISSION MEMBERS FOR RESPONDING TO �-' THE PHONE SURVEY CONCERNING THE DEMOLITION OF STRUCTURES SOUTH OF THE GARY LANG AUTO GROUP. THE DEMOLITION NOTICE FOR THE STRUCTURE AT 711 COUNTRY CLUB DRIVE WAS DISCUSSED. IT WAS DECIDED TO DEFER THIS MATTER UNTIL THE AUGUST MEETING. THE COMMISSION NEEDS TO CHECK WITH NANCY FIKE CONCERNING SUMMER COTTAGES IN THIS AREA. HANK NELL MOVED FOR ADJOURNMENT AT 8:37PM, DAWN JOHNSON SECONDED THE MOTION, AND THE MOTION CARRIED.
