HomeMy WebLinkAboutMinutes - 4/6/1999 - Landmark Commission LANDMARK COMMISSION MEETING MINUTES APRIL 6, 1999 Chairperson Greg Lofgren called the meeting to order at 7:20 p.m. in the Aldermen's Conference Room at the McHenry Municipal Center. Members present were Barb Byron, James Doran, Nancy Fike, Hank Nell, Patricia Schafer, Lori Wilhelm, and Sara Wilhelm. Members absent: Robert Novak and Carol Jean Smith. MINUTE APPROVAL Motion by Nell, seconded by Schafer to approve the March 9, 1999 meeting minutes as presented. Voting Aye: Byron, Doran, Fike, Nell, Schafer, Wilhelm and Wilhelm Voting Nay: None Absent: None Motion carried. TREASURER'S REPORT Chairperson Lofgren noted as no expenditures were presented this month for approval the Landmark fund balance remains $14,526.24. No action was taken. Chairperson Lofgren noting Mr. Robert Petersen in attendance requested the committee consider and approve addressing agenda item PETERSEN BARN/ROOF PROGRESS under NEW BUSINESS next. The committee concurred. • NEW BUSINESS/PETERSEN BARN ROOF PROGRESS REPORT Former owner and life tenant Robert Petersen was in attendance. Mr. Petersen addressed the committee expressing concern with the number and placement of the barn downspouts. He also noted potential problems with the flashing installment. Committeeman Hank Nell supported Mr. Petersen's statement. Some discussion occurred. Chairperson Lofgren directed Committeeman Hank Nell to create a written report addressing these concerns for submission to City Administrator Lobaito. Further discussion continued. Landmark Committee Meeting April 6, 1999 Page Two Committeemen Nell also suggested the City of McHenry budget include funds for the continued maintenance of the Petersen farm structures. Committeeman Doran suggested the budget allocate funds for the continued maintenance of all city-owned property, which have received the designation of historic landmark. Motion by Doran, seconded by Fike, to present a written request to the City of McHenry Council to appropriate monies for all city-owned property which have received the designation of historic landmark for continued annual maintenance. Voting Aye: Byron, Doran, Fike, Lofgren, Nell, Schafer, Wilhelm, Wilhelm Voting Nay: None Absent: None Motion carried. Chairperson Lofgren returned to the original printed agenda order. OLD BUSINESS PETERSEN PARK PLAQUE INSTALLATION Some discussion followed regarding the installation and location of the plaque on the Petersen Farm house. Committeeman Nell noted door shutters for the house had been located in the barn and could be installed as the shutters are in great shape. The plaque then should be installed between the front two windows. The committee members concurred on this location. Committeeman Wilhelm was directed to work with Mr. Miller of Miller Monument Company to complete the installation. APPLICATIONS Landmark Designation Certificate of Appropriateness Chairperson Lofgren informed the committee he had spoken with Community Development Director Napolitano regarding the committee's concerns with the word "consent" on both applications. Director Napolitano has yet to address these concerns, however it is assumed this issue will be resolved at the next, regularly scheduled May meeting. Landmark Committee Meeting April 6, 1999 Page Three Chairperson Lofgren and the committee complimented and thanked committee member Pat Schafer for her work on the Landmark display cases located on Green Street, Main Street and Riverside Drive. COMPREHENSIVE PLAN Copies of the Comprehensive Plan and a comment sheet were distributed to the committee members. Chairperson Lofgren requested those members who have not returned their comments do so at their earliest opportunity. These issues will be addressed at the public hearing on Monday, April 26, 1999. Chairperson Lofgren noted the Zoning Board of Appeals approved the Pacini's request to move the existing right-of-way on their State Route 31 and Bull Valley Road property. This lends itself to the future extension of Dartmoor Road from Crystal Lake Road to Route 31. NEW BUSINESS BROCHURE LOCATIONS It was the consensus of the committee to place the newly developed Landmark Commission brochures at the following locations: McHenry Municipal Building McHenry Area Chamber of Commerce McHenry Public Library Some discussion occurred regarding incorporating the brochures on the Landmark display cases. The committee recommended investigating the availability of realtor boxes or just posting the brochure locations on the display cases. Committeeman Fike was directed to develop a newspaper article to be submitted to the Northwest Herald and Sun newspapers outlining the brochure development and content. MAYORAL APPOINTMENTS Chairperson Lofgren noted Mayor Cuda has sent letters to all committee members with terms expiring on April 30th. He has requested all committee members interested in continuing their tenure to contact him. Some discussion followed regarding the new staggered terms as per the historic preservation ordinance. Committeeman Doran informed the committee he would not be seeking reappointment. Landmark Commission Meeting April 6, 1999 Page Four MCHENRY COUNTY HISTORIC PRESERVATION AWARDS Chairperson Lofgren noted the judging for the County Historic Preservation Awards would be taking place tomorrow. The award ceremony would be conducted in May. Last year the Hickory Creek Farm Barn was nominated. LANDMARK HISTORIC WALKING TOURS DURING FIESTA DAYS Chairperson Lofgren noted the Committee conducts an annual historic walking tour through two areas of McHenry. The tours are conducted on the first Saturday and following Wednesday of Fiesta Days. Fiesta Days will run from July 16th through the 25th. Chairman Lofgren asked for volunteer group leaders. He also noted the one-half page ad in the Fiesta Days Guide needed to be developed and submitted to the McHenry Area Chamber of Commerce. The committee directed Chairperson Lofgren to develop and submit a Historic Walking Tour ad for inclusion in the Fiesta Day Guide. DEMOLITION NOTIFICATIONS: 2804/2806 W. Route 120- Chairperson Lofgren stated a demolition notification had been submitted on March 30th for two properties at 2804 and 2806 W. State Route 120. These properties are the last two homes on State Route 120 located just west of Adams Commercial Park. Mr. Adams has purchased the two properties with the intent to expand his C-5 commercial strip. These properties are currently zoned C-5. Historicals on each of the properties need to be completed. As Committee member, Carol Jean Smith is a relative of one of the former property owners she has offered to conduct the historical study. Chairperson Lofgren also requested the committee members visit the sites as soon as possible. Chairperson Lofgren noted committee member Smith informed him the outhouse located on the 2804 property may be the original structure. The home's interior has also remained intact. In response to committee inquiry, Chairperson Lofgren stated he would discover from Community Development Director Napolitano the timeframe, is any, for demolition review. A brief discussion followed regarding the feasibility of moving these structures. Landmark Committee Meeting April 6, 1999 Page Five - Buss Ford Property on Route 120 and Main Street—Chairperson Lofgren noted the second notification for demolition was for the Buss Ford property on Route 120 and Main Street. The Buss Family has sold this property to Walgreen's who wishes to construct a freestanding building on the site. Chairperson Lofgren appeared before the Zoning Board of Appeals and read a statement into the record requesting the Zoning Board recommend to full council efforts be made to retain the historical integrity of the neighborhood. PRESERVATION WEEK/MAY 1999 Chairperson Lofgren noted he was unavailable to promote any type of activity during this week. As no suggestions were forthcoming from the committee no activity will be conducted. SURVEY TRAINING Chairperson Lofgren stated he would be conducting training sessions on Tuesday, April 13 at 7:00 p.m. and Saturday, April 17 at 10:00 A.M. at the McHenry Municipal Building. The survey form will be reviewed and architectural examples will be presented via a slide presentation. Committee member Byron presented tax sheets with the lot and block numbers enumerated. Chairperson Lofgren noted these sheets would be used to verify all properties are accounted for in the survey. Motion by Fike, seconded by Doran to adjourn the meeting at 9:08 p.m. PJA/ms
