HomeMy WebLinkAboutMinutes - 3/9/1999 - Landmark Commission THE CITY OF MCHENRY LANDMARK COMMISSION MEETING MINUTES MARCH 9, 1999 THE MEETING WAS CALLED TO ORDER AT 7:16 PM BY CHAIRPERSON GREG LOFGREN AT THE MUNICIPAL CENTER. MEMBERS PRESENT INCLUDED: JIM DORAN, NANCY FIKE, GREG LOFGREN, HANK NELL, PAT SCHAFER, AND SARA WILHELM. MEMBERS ABSENT: .BARB BYRON, BOB NOVAK, CAROL JEAN SMITH, LORI WILHELM MINUTES APPROVAL ON PAGE 3 OF THE FEBRUARY 2, 1999 MINUTES, UNDER THE DEMOLITION SECTION, THE FOLLOWING SENTENCE SHOULD BE STRUCK: "BOARD MEMBER NANCY FIKE EXPRESSED HER DISTRESS AND DISAPPOINTMENT AT THE DEMOLITION REQUEST." IN THE SAME PARAGRAPH THE WORD "FIKE" SHOULD REPLACE "SHE." HANK MOVED THAT THE MINUTES BE ACCEPTED. NANCY FIKE SECONDED THE MOTION. THE MOTION CARRIED. THERE WERE NO EXPENSES. THE BALANCE STANDS AT$14, 526.24. JIM DORAN MOVED THE TREASURER'S REPORT BE ACCEPTED, HANK NELL SECONDED THE MOTION THE MOTION CARRIED. GREG LOFGREN DISCUSSED THE APPLICATION FOR LANDMARK DESIGNATION AND THE APPLICATION FOR CERTIFICATE OF APPROPRIATENESS FORMS. TALKING WITH JOE NAPOLITANO, GREG LEARNED THAT THE "NOTE" SECTION ON THE FORM WAS ADDED FOR THE LEGAL PROTECTION OF THE CITY. THE IDEA BEING THAT THE OWNER OF ANY PROPERTY SHOULD BE INFORMED AND NOTIFIED. THE COMMISSION AGREED THAT THE PHRASE "OWNER(S)CONSENT TO PROPOSED DESIGNATION:" SHOULD BE CHANGED TO "OWNER(S)HAS BEEN NOTIFIED OF PROPOSED DESIGNATION:". IN THE "NOTE:" SECTION THE NEW SENTENCE WOULD READ: "IF THE PERSON(S)NOMINATING THE STRUCTURE, SI'I"h OR DISTRICT IS DIFFERENT THAN THE PROPERTY OWNER(S), PLEASE PROVIDE A WRITTEN,NOTARIZED STATEMENT FROM THE OWNER(S)WHICH ACKNOWLEDGES THIS REQUEST, IF AVAILABLE". ON THE APPLICATION FOR CERTIFICATE OF APPROPRIATENESS FORM, THE COMMISSION APPROVED THE LANGUAGE CHANGE IN THE "NOTE" SECTION THAT SHOULD READ: "IF SOMEONE OTHER THAN THE OWNER(S)IS REQUESTING A CERTIFICATE OF APPROPRIATENESS, PLEASE PROVIDE A WRITTEN,NOTARIZED STATEMENT FROM THE OWNER(S)WHICH ACKNOWLEDGES THIS REQUEST." GREG WILL TALK TO JOE. GREG ASKED THE COMMISSION MEMBERS FOR THEIR INPUT ON THE PROPOSED COMPREHENSIVE PLAN. THERE WAS MUCH DISCUSSION ON THE PLAN. EACH MEMBER IS ASKED TO READ THE PLAN AND MAKE SUGGESTIONS. THE PUBLIC HEARING ON THE PROPOSED PLAN IS APRIL 7, 1999. NANCY FIKE DISCUSSED THE INFORMATION SHE OBTAINED ON THE PROPOSED DEMOLITION PROPERTIES AT 3316 AND 3318 WAUKEGAN ROAD. HANK NELL MOVED THAT THE COMMISSION FINDS NO HISTORICAL OR ARCHITECTURAL SIGNIFICANCE ON WHICH TO DENY DEMOLITION. PAT SCHAFER SECONDED THE MOTION, THE MOTION CARRIED. AN AMOUNT FOR PURCHASE OF A PERMANENT DISPLAY CASE FOR THE CITY QUILT HAS BEEN REQUESTED IN THE CITY BUDGET. THE CITY IS LOOKING INTO POSSIBLE PRIVATE FUNDING. THE COMMISSION DISCUSSED THE NEW LANDMARK COMMISSION BROCHURE AND ALL FELT IT LOOKED VERY NICE. DISCUSSION CENTERED AROUND WHERE TO PLACE THEM FOR PUBLIC DISTRIBUTION. GREG DISCUSSED THE SURVEY FORM AND SOME CHANGES WILL BE MADE. TRAINING DATES FOR VOLUNTEERS WILL BE HELD ON APRIL 13, 1999 AT 7:00PM AND APRIL 17, 1999 AT 10:00AM. BOTH SESSIONS WILL TAKE PLACE AT THE MUNICIPAL CENTER. ADDRESSES AND PIN NUMBERS WILL BE PUT ON EACH FORM SO THAT THAT AREA CAN BE SURVEYED. PAT SCHAFER SHOWED THE COMMISSION MEMBERS THE MATERIAL SHE HAD PREPARED FOR THE 3 DISPLAY BOXES IN THE BUSINESS DISTRICTS. THE MEMBERS ALL THOUGHT SHE HAD DONE AN ADMIRABLE JOB. GREG WILL BE SPEAKING AT THE KIWANIS MEETING ON MARCH 23, 1999. THE MAYOR HAS ASKED THE COMMISSION FOR IDEAS CONCERNING THE "SAVE AMERICA'S TREASURES PROGRAM" BEING SPONSORED FOR THE MILLENNIUM PROGRAM AT THE NATIONAL LEVEL. NANCY FIKE DISCUSSED THE 10 MOST SIGNIFICANT STRUCTURES NOMINATIONS FOR THE COUNTY ALLIANCE OF PRESERVATION COMMISSIONS. JIM DORAN MOVED FOR ADJOURNMENT AT 8:52 PM. PAT SCHAFER SECONDED THE MOTION. THE MOTION CARRIED.
