HomeMy WebLinkAboutMinutes - 2/2/1999 - Landmark Commission City of McHenry Landmark Commission Meeting Minutes February 2, 1999 The meeting was called to order at 7:15 p.m. by Chairperson Greg Lofgren at the McHenry Muncipal Building. Members present were: Barbara Byron, Nancy Fike, Greg Lofgren, Hank Nell, Robert Novak, Patricia Schafer, Carol Jean Smith, and Lori Wilhelm, and Sara Wilhelm. Members absent: James Doran Others in attendance: Marci Geraghty MINUTE APPROVAL Motion by Nell, seconded by Fike, to approve the minutes with the following addition: Carol Jean Smith, Corresponding Secretary reported a Landmark Certificate of Appreciation had been sent to Mr. Thomas and Mrs. Kimberly Popovich commending the couple for the outstanding improvements and renovations done on their home located at 502 N. Green Street. Voting aye: Byron, Fike, Lofgren, Nell, Novak, Schafer, Smith, Wilhelm Voting Nay: None Absent: Doran Motion carried. TREASURER'S REPORT Chairman Lofgren presented the Treasurer's Report noting several expenses had been presented during the month of January. The Commissions' budget balance is currently $14,526.24. Motion by Nell, seconded by Schafer, to approve the Treasurer's Report as presented. Voting aye: Byron, Fike, Lofgren, Nell, Novak, Schafer, Smith, Wilhelm Voting nay: None Absent: Doran Motion carried. Chairman Lofgren welcomed and introduced guest Marci Geraghty from the Millennium Committee. Ms. Geraghty informed the Landmark Commission of the proposed plans for the City of McHenry's Millennium Celebration. She explained Tribune reporter Steven Stanek suggested the Landmark Commission be invited to participate in the celebration, specifically the historic McHenry Open House exhibits proposed for Saturday, January 1, 2000. Some discussion followed. The Commission discussed other complimentary activities including skits, photo contests, etc. Some discussion followed with regard to security. Member Fike noted the McHenry County Historical Museum will be supplying items for the historical display and these items must be secured. Some discussion followed regarding the display of the City of McHenry Sesquicentennial Quilt. As part of the City's Sesquicentennial Celebration a quilt was crafted and presented to then Mayor William Busse. A protective casing, similar to the one used in Woodstock at the McHenry Country Courthouse would be Landmark Commission Minutes February 2, 1999 Page Two required. Fike stated the cost was approximately $2500.00. Some discussion followed. Ms. Geraghty noted no monies had been as yet budgeted for the Millennium Celebration. It was the suggestion of the Commission a letter of request be sent to the McHenry City Council requesting monies be allocated in the 1999-2000 budget for a quilt display case. Motion by Nell, seconded by Byron to direct Chairman Lofgren to develop and send a letter of request to Mayor Cuda and the McHenry City Council to allocate monies in the 1999-2000 budget for a display case to house permanently the Sesquicentennial Quilt in the Muncipal Building which would be placed on display in conjunction with the Millennium Celebration. Voting Aye: Byron, Fike, Lofgren, Nell, Novak, Schafer, Smith, Wilhelm Voting Nay: None Absent: Doran Motion carried. Ms. Geraghty thanked the Landmark Commission for their time and was excused. OLD BUSINESS �.- Chairman Lofgren informed the commission he had requested clarification from City Administrator Lobaito regarding cedar shakes and shingles with regard to the Petersen Barn reroofing project. He would keep the commission apprised of the project's progression. PLAQUE INSTALLATION/Lori Wilhelm Lori Wilhelm informed the Commission the Petersen Farm plaque was completed and would be installed as soon as the weather permitted. A formal presentation will be planned and the newspapers notified. REVIEW OF APPLICATIONS The Commission reviewed the application forms for Landmark Designation and Certification of Appropriateness. Further investigation into why the notarization statement is included as part of the application will be conducted. MCHENRY COMPREHENSIVE PLAN REPORT/Greg Lofgren Chairman Lofgren provided the Commission with an updated Comprehensive Plan report. A Public Hearing will be scheduled for sometime in the near future, possibly April 7th at 7:00 p.m. The Commission had submitted seven points to be included in the Plan, however as some of these points were in direct conflict to existing City of McHenry zoning ordinances they could not be incorporated into the proposed Comprehensive Plan. Chairman Lofgren also opined the Historic Statement is weak and should be rewritten. Future planning should attempt to tie a community's heritage and historic past into new development. NEW BUSINESS LANDMARK COMMISSION BROCHURE REPORT SubCommittee Chairman Wilhelm updated the full Commission on the final draft of the brochure. Motion by Fike, seconded by Byron to direct Landmark Commission member and SubCommittee Chairman Wilhelm to finalize the design, colors and content for the brochure and proceed with the printing. Voting Aye: Byron, Fike, Lofgren, Nell, Novak, Schafer, Smith, Wilhelm Voting Nay: None Absent: Doran Motion Carried. HISTORIC SURVEY UPDATE SubCommittee Chairman Lofgren reported the routes are still being reviewed and will be complete within the next few weeks. Information regarding the training sessions and historic survey will be included in the City of McHenry's March newsletter. The training sessions have been rescheduled for April. LANDMARK PHOTO DISPLAY BOXES Chairman Lofgren requested assistance with the three Landmark photo display boxes on Riverside, Green and Main Street. Board member Patricia Schafer offered assistance. Every attempt will be made to change the photo display in each box three times a year. DEMOLITION OF 3316/3318 WAUKEGAN RD B ent The homes are from the 1950's and are historic structures. �ted a new bill exempts religious structures from demolition and rehabbing. Some discussion followed. It was the Commission's consensus to gain access to the structure and take photographs for reference and historic purposes. Motion by Novak, seconded by Wilhelm to adjourn at 8:40 p.m. Voting Aye: Byron, Fike, Lofgren, Nell, Novak, Schafer, Smith, Wilhelm Voting Nay: None Absent: Doran Motion carried.
